Dear Ron:
The above - referenced site plan was approved on July 9, 2012. The site plan is approved
for the construction of a satellite communications site at the Echostar Site Diversity
Building located at 160 Dawson Drive in the Back Creek Magisterial District.
All requirements of the Frederick County Zoning Ordinance have been met in the
approved site plan. I am providing you with six (6) copies of the approved site plan.
Please forward these copies to.the appropriate representative(s). Furthermore, advise the
owner(s) that a copy should be kept for future reference, and an approved copy must be
kept on the construction site throughout the development process. Once site development
is complete, the owner(s) should contact this office to schedule an on -site inspection. Do
not hesitate to contact me if you have any questions or concerns.

We have revised the Site Plan per your comments of May 25, 2012. 1 have attached one copy
here. Specific responses to each comment are as follows:
1. General Notes. On the cover sheet provide a note about underground utilities.
A note has been added on sheet C5.0.
2. Parking Space Calculation. A calculation of 1.5 /employee needs to be used for the site
therefore if the site has 1 employee then two spaces are required.
The proposed use for this site has been revised to be an unmanned structure. Therefore,
no parking spaces are required.
3. Surface Material. Gravel is not a permitted surface material for the driveway and the
parking spaces, this are must consist of asphalt pavement or concrete.
Pavement is no longer necessary because we have removed the parking lot.
4. Landscaping. Two trees are required and the one parking space needs to have shrubs
along the front. Due to the fact that this site does not have extensive interior /perimeter
landscaping, the two trees perimeter /interior (changed to evergreen) landscaping trees
plus an additional two for headlight screening could be planted along the edge of gravel
as indicated on sheet 5.
As no parking spaces are provided, a gravel drive to access the unmanned structure can
remain.
5. Lighting. The site shows four lights located at the properly corners, a photometric plan
needs to be provided that shows the types offrxtures, height and lighting levels. Indicate
if there is any building mounted lighting.
A photometric plan has been included with this resubmittal.

6.. Water /Sewer Service. It is unclear how or if this site is being provided water /sewer
service. Indicate on the site plan how this is occurring and provide comments from the
appropriate agency.
Water and Sewer service are not being provided to this site. The FCSA approved the
plans and had no comments.
7. Landscaping Notes. Notes need to be provided that state (1) all planting shall conform
with 16.5- 203.016 of the Frederick County Zoning Ordinance (Plant selection, planting
procedure, and maintenance) and (2) any plant substitutions must be approved in writing
by the Frederick County Planning Department.
No landscaping is required. There was no need to add the landscaping notes to the plans.

Dear Ron:
Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can
be granted. At this time, administrative approval cannot be granted. This site plan is denied until the
issues in this letter, as well as all issues of the other review agencies, have been adequately addressed.
Please review Staff s comments listed below and prepare a revised site plan which adequately addresses
each concern.
Review Comments:

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Inspections Department, the Frederick County
Engineer, the Frederick County Fire Marshal, and the Virginia Department of Health /the Frederick
County Sanitation Authority.
