Dear Ben:
The above - referenced site plan was approved on January 2, 2013. The site plan is approved for
the construction of a new church. The site is located on Conestoga Lane (off of Valley Pike) in
the Opequon Magisterial District. Required site improvements include the following:
• Construction of a 5,113 square foot church building with a 5,113 square foot basement.
• Construction of a parking lot with 76 spaces _ (including four handicap accessible),
including wheelstops, striping and handicap access.
• One screened dumpster area.
• Landscaping and lighting as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with four (4) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions
or concerns.

Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments
note to state that it will require a separate site plan.
1. Future Parking. Expand the Phase 2
2. Lighting Detail. Remove the lighting detail on sheet 6. Provide a detail for the pole mounted
lighting (base and pole). Specify the height of the pole mounted lighting and the mounting height
of the wall pack.
3. Valley Pike ROW. Clarify with VDOT that additional ROW is not needed for this portion of
Valley Pike.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Virginia
Department of Transportation, the Frederick County Inspections Department, the Frederick County
Engineer, the Frederick Counry Fire Marshal, and the Virginia Department of Health.

Planning Staff has reviewed the above - referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments
1. Parking Calculation. The parking calculation only accounts for the number of seats,
indicate if there is any office space.
2. Signage. The maximum freestanding signage shown on the coversheet exceeds the
maximum permitted in the RA District. The signage permitted for this site is a 10' tall,
50 square foot monument sign.
3. Entrance Spacing. The entrance located on Conestoga Lane needs to be a minimum of
200' from the intersection of Valley Pike and Conestoga Lane.
4. Photometric Plan and Outdoor Lighting Fixtures. This development is proposing
outdoor lighting and therefore a photometric plan is required. The outdoor lighting
requirements can be found in §165- 201.07 of the Zoning Ordinance. Also, please note
that only full cutoff fixtures (wall mounted and pole mounted) are permitted. The pole
light shown in the parking area on sheet 6 needs to be relocated, light fixtures cannot be
located within the paved /hard surfaced areas.
5. Parking Lot Landscaping. The site plan contains a note that states that parking lot
landscaping is not required because the parking lot is 3' lower than Route 11. Show the
topography at the edge of the parking lot and the property line. A note also needs to be
added that states supplemental landscaping may be required if upon site inspection the 3'
grade differential is not being met.

6. Future Parking. There is an area labeled "future parking ", this future parking area
needs to be shown and labeled as Phase 2 or the label removed.
7. Gravel and Pavement. At the rear of the church structure show the transition from
double prime and seal to gravel.
8. Wheelstops. Wheelstops need to be provided as indicated on sheet 2.
9. Landscaping Note. On sheet 6 the Zoning Ordinance reference is incorrect, it needs to
show § 165- 203.01 B.
After you have revised the site plan, please resubmit one copy so that 1 may verify the
information contained on the plan. I will need all approved review agency comment sheets and
at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Virginia Department of Transportation, the Frederick County

Per your attached comment letter dated April 30, 2012, we have made the following revisions.
1. There are 467 square feet of office included for the church. Added to cover sheet.
2. 1 could not find this in the code before. Change made on cover sheet.
3. Entrance moved 200' from Valley Pike.
4. All lights are to be full cut -off. Note changed on cover sheet. Note marked on Sheet 2 is
for the underground conduit not a light. Photometric Plan added per code.
5. Topography clearly shows the grade difference of 3' minimum both by spot points and
topography lines. Note has been added as directed.
6. Note changed to Phase 2.
7. Gravel at rear has been determined by owner to change to hard surface.
8. Wheel -stops added. There is header curb at HC area except at middle space which a
wheel -stop was provided.
9. Landscaping note changed.
