Dear Joe:
The above - referenced site plan was approved on April 4, 2012. The site plan is approved for the
construction of a new Volkswagen Dealership (sales and service) facility located at the existing on
Beyer Volvo Dealership at 4015 Valley Pike in the Shawnee Magisterial District. This site plan is an
update and revision of the previously approved site plan 413-05. Required site improvements i i clude the
following:
• Phase I - Construction of a 7,331 square foot sales building.
• Phase II — Construction of a 7,344 square foot service building.
• Revisions to the existing parking and paved areas that were installed with SP# 13 -05.
• Landscaping and lighting as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved
including review agency comments from all relevant review agencies. I am providing you wit
copies of the approved site plan. Please forward these copies to the appropriate represe
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an appr

information requested by you in a letter dated March 19, 2012, regarding Don I
Volkswagen Dealership.

Comment No. 1 — Service Bays. The coversheet shows that no new bays are being added and
there are ten existing bays. This plan proposes a Phase II service building that will have bays.
Provide the number of existing bays constructed with the first building and show the number of
new bays proposed with the Phase II service building.
Response No. 1 — The number of proposed service bays (18) were left off in error. The cover
sheet has been corrected to show that the existing and proposed service bay will total 28 bays
and that the proper numbers of parking spaces (84) have been provided.
Comment No. 2 — Zoning Ordinance Reference. The zoning ordinance reference on the
coversheet is incorrect; revise as indicated on the plan.

Response No. 3 — The Photometric Plan Sheet 8 has been revised to show tables with additional
details for the outdoor lighting. The wall pack light's (WST 175M) heights are now shown on
the "Luminaire Location Table" as Label "C" (lights 22 through 27) as 15 feet and 18 feet. Each
Light has been noted on the Site Plan Sheet 4 and Photometric Plan Sheet 7. Each light, KVF
pole mounted and WST wall mounted will have flat glass and full- cutoff. The details on the
Photometric Details Sheet 8 highlight these features.
Comment No. 4 — Existing Lights. The maximum height for pole mounted lights is 251 feet and
they cannot be located within the paved areas of the site. The two proposed pole lights within
the paved area need to be relocated.
Response No. 4 — The two proposed pole mounted lights located within the paved area have
been relocated to landscaped parking islands. One parking island has been added and another
has been expanded to allow for a light pole to be located outside of the FCSA utility easement.
Comment No. 5 — Lighting Levels. Lighting levels cannot exceed 5.0 foot can

Below, please find POTESTA's responses to the comments:
Comment No. 1 — Title Block. On the coversheet, the title block located at the side
should be revised as indicated.
Response No. 1 — The title block has been changed to show the locations address.
Comment No. 2 — Photometric Plan. The site plan only accounts for the light pole:
existing and doesn't show any new outdoor lighting (also some of the existing pole
appear out of place). All new poles and building- mounted lighting need to be she

Comment No. 3 — Parking Calculations. Revise the parking calculation on the coversheet as
indicated. Also, revise the calculation to show the total required, the total provided, I the total
