Dear Jeremy:
The above- referenced site plan was approved on October 14, 2011. The site plan is approved for
the construction of a new 1,783 square foot Waffle House Restaurant located on Gateway Drive
in the Winchester Gateway Shopping Center in the Stonewall Magisterial District. Required site
improvements include the following:
Designated parking area with 30 spaces (including three handicap accessible), including
curb, wheelstops, striping and handicap access.
One screened dumpster area.
Sidewalks and landscaping as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with six (6) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this office
to schedule an on -site inspection. Do not hesitate to contact me if you have any questions.

Re: Review Comments for Site Plan 423 -11; Waffle House at Winchester Gateway
Property Identification Number (PIN): 54 -A -39N
Dear Jeremy:
Planning Staff has reviewed the above - referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan
is denied until the issues in this letter, as well as all issues of the other review agencies, have
been adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan which adequately addresses each concern.
Review Comments
1. -'Special Limited Power of Attorney Form. Please have the property owner sign the
attached Special Limited Power of Attorney Form prior to father review or approval.
This form should be notarized and completed to grant the applicant (you) with
authorization to represent them for this site plan.
2. !Recorded Plat. Provide a recorded plat for parcel 54 -A -39N.
3., Owner Information. Revise the property owner information as indicated.
4. Parking Calculations. On the coversheet provide the required parking for parcel 54 -A-
99C and ensure that taking away 29 existing parking spaces will leave the use with an
adequate parking calculation. Also, revise the calculation to show 18 required spaces not
17.
5. Signage. On the coversheet indicate the type of signage proposed for this use.
6. Adioining Properties. One of the site plan sheets needs to show all adjoining properties.
7. Ordinance References. On the coversheet revise the ordinance references as indicated.
8. Access. On sheet 3 the access easement for this parcel needs to be shown.
9. Dumpster Location. The dumpster needs to be removed from the front setback area.
10. Photometric Plan. Indicate if any outdoor lighting is proposed with this site plan.
11. Landscaping Plan. The following needs to be revised on the landscaping plan:
• The impervious area of the parking lot needs to be shown. The perimeter
landscaping for this site will be based on the square footage of the paved parking
area. The impervious area of sidewalk does not count towards this number.

e Evergreen shrubs need to be provided as indicated.
After you have revised the site plan, please resubmit two copies so that I may verify the
information contained on the plan. I will need all approved review agency comment sheets and
at least five copies of the final plan for approval. Comment sheets are required from the
following agencies: the Virginia Department of Transportation, the Frederick County
Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal,
and the Frederick County Sanitation Authority.
