The site plan is approved for the construction of a new phased parking lot expansion at the existing Thermo Fisher Scientific site located at 8365 Valley Pike (Route I l) in the Opequon Magisterial District. Required site improvements include the following: Construction of a parking area with a total of 320 parking spaces (including nine handicap accessible), including curb and gutter, striping, handicap access and landscaping. The parking expansion proposed with this plan is located along Valley Pike and will be completed in two phases. Landscaping and lighting as shown on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with eight (8) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments 1. Overall Plan. Sheet 2 shows a Phase III building expansion and it appears that this label needs to be removed. 2. Tree Numbers. Sheet 11 shows a total of 115 trees on the site. Indicate if all 115 are existing or if there are fewer larger trees that are utilizing tree credits to get to the total number. Also, the location of each tree needs to be shown on the site plan. 3. Route 11 Screening. Indicate if the entire parking area that faces Route 11 is at least three feet lower in grade than Route 11. If so, a note needs to be provided and if not, a three foot evergreen hedge row needs to be provided. Also, indicate the species of shrub utilized for the previous screen plantings as they appear to be deciduous and not evergreen as required. 4. Lighting Detail. On sheet 11, the detail for the "sag glass" needs to be removed and a detail, or the "flat glass" fixture, needs to be provided. A pole detail also needs to be provided. After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Comment sheets are required from the following agencies: the Virginia Department of Transportation, the Frederick County Inspections Department, the Frederick County Engineer, and the Frederick County Fire Marshal.
