The site plan is approved for the construction of a recreational complex for the Snowden Bridge development. Required site improvements include the following: Phase I • Construction of a 15,360 square foot enclosed fabric sports court. • Construction of a temporary Phase I access drive off of Snowden Bridge Boulevard to serve the sports court. The use of this temporary access drive is approved until May 30, 2012; at that time the permanent Phase II improvements shall be completed and the temporary access drive must be removed. • Temporary parking area to serve the Phase I improvements, this parking shall consist of 11 parking spaces (including one handicap accessible) with a tar and chip surface. These parking spaces shall be upgraded with the Phase II improvements. Phase II • Construction of a 25 meter pool, splash pool, kiddie pool, 2,450 square foot bath house, play ground and picnic pavilion. • Construction of two parking areas with a total of 113 spaces (including five handicap accessible), including curb and gutter, striping and handicap access. This parking study demonstrates that 64 parking spaces are adequate to serve the proposed recreational amenities for the Snowden Bridge Recreation Center. The Snowden Bridge Recreation Center & Daycare Facility Site Plan provides for two parking lots containing a total of 108 parking spaces. Additionally, discussions with VDOT and the Planning Department have resulted in the design of 17 on- street parking spaces in "bump out" bays to provide a total of 125 parking spaces for the uses depicted on this Site Plan. This will accommodate the 64 parking spaces associated with the recreation center, as welt as the 60 parking spaces associated with the future daycare facility that will have a maximum capacity for 200 students and 20 employees. The purpose of this parking study is to provide your department with information regarding parking space standards utilized by other localities for similar recreational center amenities and for operational day care facilities. Section 165- 202.OIA(2) of the Frederick County Zoning Ordinance provides flexibility for the Zoning Administrator to interpret required parking space needs based on detailed parking studies for similar type developments. Snowden Bridge is a Residential Planned Community located in Frederick County, Virginia. Brookfield Stephenson Village LLC is the owner of approximately 331 acres of the Snowden Bridge project and has master planned this acreage to provide for 850 residential units to include a recreational center and daycare facility. The Recreation Center is proposed to include an enclosed multi - purpose court facility containing two courts, an outdoor swimming pool complex containing a six -lane competition pool, a water toy pool, a baby pool area, and a bathhouse, a Yo -acre dog park, and a tot lot play area with a pavilion. Additionally, a future pad site is planned for a daycare facility, which will have a maximum capacity of 200 children. The attached parking study provides standards utilized by Prince William County, Virginia for similar recreational center projects designed by our firm in their community. Additionally, the Parking Study provides standards for day care facilities that we have been involved with in Prince William County, Virginia and Frederick, Maryland. It is our experience that residential planned communities such as Snowden Bridge function appropriately with the amount of parking depicted on the Snowden Bridge Recreation Center and Daycare Facility Site Plan. The purpose of this information and analysis is to reach consensus on acceptable standards for the recreational amenities parking requirements, and to determine the ability to utilize a shared parking plan without reduction of the current day care parking standards required by the Frederick County Zoning Ordinance. Section 165- 202.01A(1) of the Frederick County Zoning Ordinance provides required parking spaces for various land uses. This ordinance section does not account for the various recreational amenities proposed for the Recreation Center, and also requires an excessive parking standard for daycare facilities compared to other communities. Section 165- 202.O1A(2) provides flexibility for Frederick County to interpret required parking needs based on information provided by the applicant for similar types of development that are not otherwise accounted for in the ordinance. This Parking Study is based on an analysis of similar recreational amenities that have been developed in Prince William County, VA. Additionally, an analysis of daycare facilities that have been developed in Bristow, VA, and Frederick, MD is provided for informational purposes only. The Parking Study provides a section for similar amenities proposed in the Recreation Center and a section for parking requirements associated with comparable daycare facilities. The Conclusions section provides justification for the Recreation Center and Daycare Facility as a shared parking concept to support the proposed parking lot design provided on the Snowden Bridge Recreation Center /Daycare Site Plan prepared by Greenway Engineering, dated 4- 29 -11. Snowden Bridge Parking Study 0 0 Recreation Center The parking standards utilized for the various recreational amenities within the Recreation Center are based on requirements published in the Prince William County Design and Construction Standards Manual. Land Planning and Design Group has had extensive experience in working with Prince William County in the design of the various recreational amenities proposed for the Snowden Bridge project. The following information provides for facilities classification within the Prince William County Code, as well as the number of parking spaces required for each of the various recreational amenities: Multipurpose, Basketball, and Tennis Courts are each classified as Court Sports facilities and each court is required to have 4 parking spaces per court. The Play Area (Tot Lot) is 6,000 sq. ft. and the Dog Park is 12,000 sq.ft. and each of these uses is classified as an Active Recreational Use requiring 3 parking spaces per acre. The Pool Bathhouse is 2,800 sq.ft. and is classified as an Indoor Use requiring 1 parking space per 250 net sq. ft. The Swimming Pool facilities are a total of 6,515 sq. ft. and are classified as a Swimming Pool use requiring 1 parking space per 150 net sq. ft. Application of the standards provided for in the Prince William County Design and Construction Standards Manual would result in the following parking spaces required for the Snowden Bridge Recreation Center: ACTIVITY QUANT. SPACES Snowden Bridge Parking Study 0 0 Daycare Facility Parking standards utilized for daycare facilities in Prince William County, VA, and Frederick County, MD, are identified below to demonstrate acceptable parking standards in these communities. In additional to this information, Land Planning and Design Group has conducted interviews with the Daycare Center Directors of two facilities within these communities to determine the adequacy of parking for their operations. The following information identifies these standards and provides contact information from these interviews: Prince William County, VA The Prince William County, VA parking requirements are published in the County Design and Construction Standards Manual. Based upon these requirements a Daycare Facility is required to provide 1 parking space per 5 children for the first 40 children and 1 parking space for each additional 10 children. Utilizing this parking standard would result in the following number of parking spaces required for the maximum 200 child Daycare Facility proposed for Snowden Bridge: 8 spaces (first 40 children) + 16 spaces (remaining 160 children) = 24 parking spaces. Kinder Care Learning Center, Bristow, VA Land Planning and Design Group conducted an interview with Angie Lawrence (703 -361- 2498), the Center Director for the Kinder Care Learning Center located at 12121 Caithness Circle, Bristow, VA 20136. This facility is over ten years old and is designed for 140 students with 14 employees. Based on the Prince William County parking standards, this facility should have 18 parking spaces; however 21 spaces have been provided (including 2 HC spaces). The interview with the Director indicated that due to the staggering affect of the parent drop off and pickup times they have not experienced the need for any additional parking spaces. Kinder Care Learning Center, Frederick, MD Land Planning and Design Group conducted an interview with Stephanie Ecton (301 -631 - 1174), the Center Director for the Kinder Care Learning Center located at 313 Ballenger Center Drive, Frederick, MDS 21703. This facility is designed for 188 students with 20 employees and has 35 total parking spaces provided. The interview with the Director also indicated that due to the staggering affect of the parent drop off and pickup times they have not experienced the need for any additional parking spaces. Snowden Bridge Parking Study 3 0 0 DAYCARE FACILITY QUANT. OR AREA PK. SPACES PRINCE WILLIAM, VA 200 CHILDREN 24 SP. BRISTOW, VA 140 CHILDREN 21 SP. FREDERICK, MD 188 CHILDREN 35 SP. Interviews for each Daycare Facility indicated that there is adequate parking for their operations; however, the "parking -to- children ratios" were different in these studies. Nonetheless, Land Planning and Design Group believes that the Frederick County Zoning Ordinance requirement of 60 parking spaces for a similar daycare facility provides for more than adequate parking allowance, which could be utilized to support a shared parking arrangement with the proposed Recreational Center that will be developed in the Snowden Bridge Residential Planned Community. Conclusion The information in this Parking Study is intended to support the proposed parking lot design for shared parking as depicted on the Snowden Bridge Recreation Center /Daycare Site Plan. The parking lot design within the Snowden Bridge Recreation Center and daycare facility land bay is consistent with standards utilized by other communities that are more suburban than Frederick County, VA, Additional factors that provide justification for the acceptance of this shared parking lot design are as follows: The Snowden Bridge community is designed as a walkable pedestrian friendly community. The sidewalk system along with the pedestrian path system will allow the residences to walk and bike to the Recreation Center and Daycare Facility, thus reducing the overall need for parking. The daycare facility will be at maximum capacity during the school months when the pool is not operational, with reductions during the summer months as families go on vacation and enroll their children in summer camps at other locations. The peak hour usage of the Swimming Pool Complex is from 11:00 AM to 4:30 PM, while the peak hour traffic flow for day care facilities is from 6:30 AM to 8:30 AM and from 5:00 PM to 6:30 PM. An abundance of on- street parking exists which is not being considered in the shared parking lot design for Snowden Bridge that could also be utilized. Snowden Bridge Parking Study 4 9 The table below provides an analysis of the calculations that would be appropriate for the shared parking lot design proposed for Snowden Bridge. It is requested that this table be considered for approval by Frederick County for this specific project based on the flexibility provided within Section 165- 202.0]A(2) of the Frederick County Code. This will allow for the development of the proposed Snowden Bridge Recreation Center /Daycare Site Plan prepared by Greenway Engineering, dated 4 -29 -11 with adequate parking for the Snowden Bridge community. The information and analysis in this Parking Study demonstrates that the 108 parking spaces provided can accommodate the various recreational and daycare facility uses in a shared parking arrangement through consensus in the recreational amenity parking space standards without the request for a reduction in the Frederick County Zoning Ordinance standards for the daycare facility. We currently have all the review agency approvals that are required with the exception of Public Works, Parks and Rec, and the Airport Authority. Evan will be securing those approvals early next week. We will need a review fee check from Brookfield in the amount of $4000 made payable to the Treasure of Frederick County for our submission to Planning. Please have the check forwarded to Evan as I will be out of the office all of next week. We are also resubmitting the Rec Center plans back to review agencies as needed for final approval and will also resubmit to Planning. We currently have the Limited Power of 10/14/2011 0 Page 2 of 2 Attorney form, signed by Rick, for the Section 4 submission but do not have one for the Rec Center. The form that we have is currently marked for "Subdivision Plan" only. The POA wasn't included with the submission as stated in the cover letter. 2. The site plan expiration language still needs to be added to the coversheet of the site plan. 3. On the landscaping plan, the labeling system to identify the plant types is difficult to read (some areas are shaded etc). 4. Additional evergreens shrubs need to be provided along the parking area near the cul -de -sac. 5. Euonymus is not a permitted plant type for parking lot screening, also the minimum height is 36" (not 18- 24" as shown). 6. A detail needs to be provided for the dumpster enclosure. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments I. Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. 2. Master Development Plan Conformance. The location of this recreation center does not conform with the approved MDP. The revised MDP will need to be approved prior to this site plan being approved. 3. Maximum Height.
