Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) and Section 304, B- Business of the International Building Code /2009. Other Code that
applies is ICC ANSI A117.1 -3 -03 Accessible and Usable Buildings and Facilities.
Proposed 140,000 sq ft single story warehouse/Business shall comply with IBC T503 for height
and area. Site plan indicates incoming sprinkler system as required for storage fire areas over
24,000 sq ft in area. Per RDP, ESFR system installed. Fire hydrant locations shall be per IFC
2009 and approved by Fire Marshal. FF elev for slab indicates areas with 6 +' of fill.
Engineering required compaction of 611. Special inspection requirements of Chapter 17 of IBC
shall apply to this type of structure. (soils, concrete, steel etc.)
Entrances appear to meet ANSI and located on an accessible route. Landings at doors shall not
exceed 1:48 slope and thresholds shall not exceed '' /z" Handicap parking provided and shall not
exceed 2% cross slope. HC Signage shall comply with USBC 1106.8. Exterior exit stairs shall
be designed as an exterior area of refuge per Section 1007.8 which requires the exterior wall to
be rated for one hour. Area of Refuge indicated on site plan. A minimum of 30 "x40" (possible
two spaces required) clear space required outside the required landing. Stairs shall have a
minimum clear width 48" handrail to handrail. Signage as required per ANSI for identification
required.
Exit located around perimeter of building. Max travel distance cannot exceed that listed in Table
1016.1. If building does not meet the exceptions for increased travel distance, accessible exits
may be required along rear of building. Smoke and heat vents as required per Section 910

This is to acknowledge receipt of your revised plans for the referenced project. The plans appear satisfactory
and are approved. Please advise the developer accordingly. Please submit three copies of the signed and
sealed plans for signature, and a CD with PDF's of the individual plan sheets.
I offer the following comments:
e A preconstruction conference be held by the engineer and /or developer with the attendance of the
contractor, various County agencies and VDOT prior to initiation of work.
o Materials used and method of construction shall apply to current observed VDOT Road & Bridge
Specifications applicable during construction of this development.
a Our review and comments are general in nature. Should conditions in the field exist such that additional
measures are warranted, such measures shall be completed to the satisfaction of the Department prior to
inclusion into the Secondary Road System.
All drainage is to be carried within the right -of -way in ditch lines or gutters along the street to a pipe or
drainage easement.
e The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time.
VDOT will also require 48 hours notice for inspections.

a The appropriate land use permits shall be obtained before any work is performed on the State's right -of-
way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and
the salary & expenses of a State assigned Inspector.
• Any entrances constructed from the public street(s) shall meet VDOT minimum standards. This is the
developer's responsibility.
Y 1 suggest any utilities and /or storm sewer placed within the proposed right -of -way be backfilled
completely with C.R. Type 21 -B Stone. This will greatly reduce the possibility of any pavement settlement.
• A copy of any /all RECORDED PLATS of dedication to public use (the County of Frederick) for drainage
easements and right -of -way required for implementation of this proposed project shall be provided for VDOT
review prior to issuance of any land use permit.
