Property Identification Number (PIN): 43 -A -63F Dear Jeremy: The above- referenced site plan was approved on August 25, 2011. The site plan is approved for the construction of a new 128,000 square foot industrial /warehouse facility located on Tyson Drive in the Stonewall Industrial Park in the Stonewall Magisterial District. Required site improvements include the following: Construction of a parking lot with 73 spaces (including four handicap accessible), including curb, wheelstops, striping and handicap access. Twenty two loading spaces. Buffers and landscaping as shown on the site plan. Lighting as shown on the "New Warehouse Facility for Melnor" prepared by Design Concepts. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with four (4) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Comment Response Letter Dear Ms. Perkins: We are in receipt of the comments dated June 14th, 2011 and offer the following responses: Comments from Frederick County Planning Comment 1: Special Limited Power of Attorney Form. Please have the property owner sign the attached Special Limited Power of Attorney Form prior to further review or approval. This form should be notarized and completed to grant the applicant (you) with authorization to represent them for this site plan. Response: SLPOA is forthcoming, will forward once received. Comment 2: Project Information. On the coversheet under project information, the front parking setback is ten feet, the landscaping plan is on sheet 11, the required parking is 50 and show the total number of loading spaces. Response: Revised as noted. Comment 3: Site Plan Scale. Increase the site plan scale to 1 " =40' as the current site plan is difficult to read. Response: Scaled remained the same, we just increased the font for libibility. Comment 4: Office Space. On sheet 5, revise the office to show 12,554sf. Response: Revised as noted. Comment 5: Parking Areas. Label all curbed areas and show the type. Response: Revised as noted. Indicate if this site will have any dumpsters or will require a guard house. Response: Trash compactor location delineated within the loading dock area.. Comment 8: Interior Parking Lot Trees. Revise the parking space total to show 73 spaces and semen interior trees. Response: Revised as noted. Comment 9: Hedge Row. The planting called for the evergreen hedge row is not permitted; revise to a plant type permitted on the landscape list. Also, the hedge row must be 36 inches at time of planting, not 18 inches. Response: Revised as noted. Comment I0: Photometric Plan. The following needs to be addressed on the photometric plan: • Details show drop lens for some of the pole lights; drop lens are not permitted. • The wallpack lighting is shown as a cutoff fixture; full cutoff fixtures are required. • Provide clarification that the 25 foot pole lights include the height of the base. • Lighting levels need to be shown to all property lines. • The five fixtures at the rear of the property must be affixed with supplemental shielding because the site adjoins residential property. • The photometric plan must he certified by the National Council on Qualifications for the Lighting Professions (NCQLP), or a Virginia licensed professional engineer, architect, landscape architect or land surveyor. Property Identification Number (PIN): 43 -A -63F Dear Jeremy: Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments 1. Special Limited Power of Attornev Form.
