Dear Gary :
The above - referenced site plan was approved on July 28, 2011. The site plan is approved for the
construction of a new warehouse /distribution facility located at 475 McGhee Road in the Stonewall
Industrial Park in the Stonewall Magisterial District. Required site improvements include the following:
• Construction of a new building that consists of 2,133sf of office area and I0,666sf of warehouse
area.
Construction of a parking lot with 36 spaces (including two handicap accessible), including curb
and gutter (wheelstops for some areas), striping and handicap access.
• Twenty -one loading spaces and one screened dumpster area.
• Landscaping and lighting as shown on the site plan.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with nine (9)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have any questions or concerns.

Attached is a revised copy of the site plan and your comments addressed below.
1. The sidewalk has been labeled "turn -down sidewalk" which combines CG -2
(header curb) and Sidewalk in a stronger monolithic pour.
2. I have labeled all of the bread truck dock doors.
3. The bread truck delivery doors have been labeled.
4. The bread truck parking spaces have a level spreader /infiltration ditch "LID"
design. Therefore, the wheel stops have been left on the plan to provide
sheet flow into these BMP's.
5. The evergreen screening has been added and the tree counts corrected.
6. The pole base has been labeled.
7. I have contacted VDOT in regards to Lakeville Circle and also spoken to Tom
Gilpin. VDOT has provided a punch list necessary to bring the road up to
their standards. Mr. Gilpin maintains this road was supposed to be already in
the system when Kentmere Court came in. VDOT has stated that Schmidt
needs to be constructed and occupied before they will accept Lakeville and
therefore their approval of this site plan is not contingent on any aspect of
Lakeville Circle. I have discussed this with my client and their opinion is if
Henry Electric, Harwill Foods, and Norandex can utilize this road, then they
should as well and not be responsible for bringing it into the state system.
They feel it is Mr. Gilpin's and the County's dilemma and they do not wish to
be a pawn.

Dear Gary:
Planning Staff has reviewed the above- referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff's comments listed below and then prepare a revised
site plan which adequately addresses each concern.
Review Comments:
1) Curb. Label areas of CG -2 along the front sidewalk or add the detail to the legend.
2) Truck Doors. Label the truck dock doors or add the * symbol to the legend.
3) Box Truck Doors. Label the loading doors that face McGhee Road as only for box trucks.
4) Parking Spaces. The 10'x24' parking spaces along the rear of the site are shown with
wheelstops. Indicate the type of LID design being implemented in this area to waive the
curb and gutter requirement. It also appears that theses spaces were not accounted for on
the coversheet under the parking calculations.
5) Landscape Plan. The six parking spaces need to be reflected in the interior parking count
(total number of trees — 36); an evergreen hedge is required along the spaces as well.
6) Photometric Plan. On the lighting plan, the height of the pole base needs to be provided
and a detail of the pole mounted light fixture.
7) Lakeville Circle. Provide clarification that VDOT will be taking this roadway into the State
System.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies:
the Virginia Department of Transportation, the Frederick County Inspections Department, the
Frederick County Engineer, the Frederick County Fire Marshal, and the Frederick County Sanitation
Authority.
