Dear Mr. Hinson:
The above - referenced site plan was approved on July 5, 2011. The site plan is approved for modifications
to the existing Pilot Travel Center (Flying J) located at 1530 Rest Church Road in the Stonewall
Magisterial District. Required site improvements include the following:
Widening and reconfiguration of the entrance on Zachary Ann Lane.
• Replacement of the existing water -oil interceptor.
• Pavement overlay on Zachary Ann Lane and relocation of existing storm inlet.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have any questions or concerns.

Please find our responses to your comment letter dated June 1, 2011 numbered in accordance with your
letter below:
1. The completed special limited power of attorney form is attached.
2. The specified approved site plans were listed on the cover sheet previously submitted in addition
to 01 -10. The project information section has been reorganized for clarity.
3. Parking calculations have been provided on the cover sheet. In addition a note has been added
to C3.0 pointing to that location.
4. The Flying J Travel Center does not have control over trucks parking on the public road. Pilot
would have no issue with VDOT or the County placing "No Parking" signs along Zachary Ann
Lane as they deem necessary.
5. The project boundaries and metes and bounds have been added to the applicable sheets.

Subject: Flying "J" Travel Center - VDOT Plan Approval
We have received your revised site plan dated June 16, 2011 for the referenced project. It
appears all of our earlier review comments have been satisfactorily addressed. Please advise
the owner of our approval. Also please providethree sets of approved construction plans with
signed seal for VDOT distribution and one CD containing individual plan sheets in PDF format.
The appropriate land use permit may now be applied for to cover work within the Route 11
right -of -way. The permit is issued by this office and will require a minimum processing fee
and surety bond coverage. Once satisfactory application has been made, a permit will
normally take approximately thirty days to process and issue.
After completion of the entrance and observation of the truck movements onto
Zachary Ann Lane, additional pavement marking and /or signage may be required
to ensure safe and efficient movement of the trucks.

Re: Review Comments for Site Plan 913 -11; Flying J Travel Center 4752

Dear Mr. Hinson,
Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please
review Staffs comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached
Special Limited Power of Attorney Form prior to further review or approval. This form should
be notarized and completed.to grant the applicant (you) with authorization to represent them for
this site plan.
2) Approved Site Plan. In addition to Site Plan #01 -10, provide the following approved site plan
numbers SP# 26 -96, 54 -04.
3) Parkins Spaces. Provide the total number of truck parking spaces that will exist once this
proposed entrance revision has been completed.
4) Truck Parkins. Indicate if the removal of additional truck parking spaces (in addition to the
spaces removed with SP 401 -10) will create issues due to the number of trucks typically present
on the site (as currently seen with trucks parking on Zachary Ann Lane).
5) Surveved Boundaries. On sheet C1.0 provide the surveyed boundaries for the property; the area
along Zachary Ann Lane needs to be provided as indicated. The boundary along Zachary Ann
Lane needs to be shown on sheet C3.0.
After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five copies of
the final plan for approval. Comment sheets are required from the following agencies: the Frederick
County Inspections Department, the Frederick County Fire Marshal, the Frederick County Public Works
Department and the Virginia Department of Transportation.
