The site plan is approved for additions and renovations to the Safford Chrysler (former Clarke Motors) site located at 1659 Berryville Pike in the Stonewall Magisterial District. Required improvements include the following: • Building additions to include a 4,828 square foot showroom addition and a 1,500 square foot service addition. • Designated parking areas (existing and new) with a total of 358 spaces (total for customer, employee, vehicle storage and handicap accessible spaces), including curb and gutter, wheelstops for certain areas, striping, handicap access and landscaping. • Closure of one entrance on Route 7 (Berryville Pike) and construction of a_ sidewalk along Route 7. • Removal of the existing outdoor site lighting and addition of new outdoor lighting. • Removal of one freestanding sign on the property as shown on the site plan. • One screened dumpster area. • New landscaping as shown on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with six (6) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Senior Planner Re: Safford Chrysler Site Plan— File SP #08-11 Comment Response Letter Dear Ms. Perkins: 0 We are in receipt of the comments dated August 12, 2011 and offer the following responses: Comments from Frederick County Planning Comment 1: Covetsheet. On the coversheet the previously approved site plans section should be removed as all previously approved site plans are expired. Response: All references to previously approved plans have been removed from coversheet. Comment 2: BLA. Indicate if the BLA has been completed, if not it must be completed before this site plan can be approved. Response: The BLA is being processed. Comment 3: Parking of Displav Vehicles. There are currently vehicles being displayed in the grass area between the pat-king lot and Route 7 which is VDOT ROW. These vehicles cannot be parked in this area. The Plan needs to include a note that states that vehicles cannot be parked within the VDOT ROW. Response: A note has been added to sheet C3 -01 of the site plan. Comment 4: Islands. Landscaped islands need to be provided as indicated on sheet C3 -01. Response: Landscape islands have been added as indicated. Comment 5: Parking Spaces. The two parking spaces shown near the body shop need to be removed or the layout revised so that the .spaces meet the requirements of the Zoning Ordinance. Also, wheelstops need to be Provided along the parking spaces that face the office trailer as indicated on sheet C3 -01. Response: The two parking spaces shown near the body shop have been removed from the plan. Wheelstops have been provided as indicated. Provide painted directional arrows throughout the .rite. Response: Direction arrows have been provided in customer parking areas. Comment 7: Lighting Fixtures. The wall pack fixtures are .shown ar cutoff, the Zoning Ordinance requires a .full cutoff fixture. Also, the pole mounted lighting does not provide a cutoff classif cation; indicate jf this,fixture is full cutoff. Response: Full cutoff fixtures have been provided on the plans for the wall pack fixtures and the pole mounted fixtures. Comment 8: Pole Height. Ensure that the pole height for the light fixtures encloses the height of the bare. Response: Pole heights have been adjusted to ensure total pole height with base and fixtures does not exceed 25' in height. Comment 9: Photometric Plan. Sheet CI I -01 needs to be revised to show the footcandles at all properh. lines (Route 7 and property to the west). The lighting levels along roads cannot exceed 5.0 footcandles. Response: Revised lighting plan is attached. General Comment: After you have revised the site plan, please resubmit two copies so that I Wray verifi' the information contained on the plan. I will need all approved review agency comment .sheets and at least five copies of the.final plan for approval. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments 1. Coversheet. On the coversheet under project information, the proposed building requirements need to be provided. Also, the parking calculations need to be revised as follows: the office space needs to be parked at 1 /250sf and the showroom needs to be parked at 1 /400sf. 2. Photometric Plan. A photometric plan needs to be provided with this submission. Please note that all outdoor lighting for this site needs to conform with § 165 - 201.07. 3. Sidewalk. A five foot wide sidewalk is required along the site's frontage with Route 7. 4. Parking Lot Setback. The parking spaces along the front of the property need to be ten feet off the ROW. 5. Signage. The existing freestanding signage must be removed from the site as it does not conform to the Zoning Ordinance. The site is permitted to have one freestanding monument sign (150sf in size, 25 feet in height). 6. Curb and Gutter. Curb and gutter is required for the following parking areas: 1) The new parking area at the northern portion of the site needs to have curb and gutter along the entire perimeter, 2) along the new parking areas that face the showroom addition, and 3) along all parking space that face the two existing buildings. 7. Islands. The parking lot islands located in areas where new /used vehicle storage is proposed needs to be striped. Aisle Width. The minimum travel aisle width is 22 feet (for parking spaces 10'x18'), areas less than 22 feet must be one way only or modified to increase the aisle width. 9. Existing Buildings. The two existing buildings (shop /maintenance) need to be clearly delineated along with all parking that faces the structures (see sheet 0-01). The use of the structures also needs to be shown. 10. Easements. Provide the legal references for all existing easements. 11. Shared Access. The site plan states that curb and gutter within the easements will be "by others ". Provide documentation that Sheetz has agreed to construct these improvements; otherwise, this site will be responsible for the improvements. The edge of pavement for the access road needs to be shown as well. 12. Directional Arrows. Provide painted directional arrows throughout the site. I3. Interior Landscaping. All parking spaces are counted towards the interior landscaping requirement. This site needs to provide 36 interior landscaping trees, not seven. After you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan. 1 will need all approved review agency comment sheets and at least five copies of the final plan for approval.
