Lellock Lellock Consulting, PC 2350 5`h Street Middletown, Virginia 22645 Re: Approval of Site Plan #03 -11; Kernstown Commons Lot 5 Revisions Property Identification Number (PIN): 75 -5 -5 Dear David: The Frederick County Department of Planning and Development administratively approved the above referenced site plan on February 28, 2011. This site plan is approved for revisions to Lot 5 that were previously approved with Site Plan #53 -08. This site is located off of Valley Pike (Route 11) in the Kernstown Commons Development in the Shawnee Magisterial District. Required site improvements include the following: • 6,363 square feet of restaurant space and 10,720 square feet of retail /office space. • Construction of a parking area with a total of 150 spaces (seven handicap spaces), including curb and gutter, landscaping, striping, and handicap access. • Two loading spaces and one screened dumpster location. • Sidewalks, lighting and landscaping as shown on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with five (5) copies of the approved site plan. Please forward these copies to the appropriate representative(s), Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Once site development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or concerns. Lellock Lellock Consulting, PC 2350 5`h Street Middletown, Virginia 22645 03 Re: Second Review Comments for Site Plan 40- 11; Kernstown Commons Lot 5 Property Identification Number (PIN): 75 -5 -5 Dear David: Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: Signage. On sheet 4, revise the sign note (existing sign) to say "single user" instead of "sign user" and provide a note about its maximum size (12 feet tall /50sf). The minimum setback for freestanding signs is ten feet from property lines; the two proposed signs do not meet this requirement and need to be shifted or relocated. Notes about their maximum size and height need to be provided as well. Dumpster Areas. The revised plan only accounts for one dumpster and one compactor site to be utilized by five users. It appears that additional dumpsters will be necessary. If the plan remains as shown, additional dumpsters will not be permitted unless a site plan revision is submitted. Landscaping Plan. Evergreen shrubs need to be provided along the adjacent property as indicated on sheet 8 (same as previous site plan). Lighting Plan. On sheet 9, the height of the pole- mounted lighting needs to be provided. The location of any building - mounted lighting also needs to be shown on the photometric plan along with a detail of the fixture. After you have revised the site plan, please resubmit two copies so that I may verify the information contained on the plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. The general layout and uses are consistent with the previously approved for this site. The building size has actually been reduced slightly while parking spaces have increase. The plan is in the form of a full site plan for bidding purposes to general contractors.
