Urban Engineering & Associates, Inc. 3076F Shawnee Drive Winchester, Virginia 22602 Re: Review Comments for Site Plan #02 -11; Lake Holiday Southside Access Road Property Identification Number (PIN): 18- A -69F, 18A055C- 21175, 18A055C- 21189, 18AO55C- 21190, 18A055C -91, 18A055C -92, 18AO55C -93 & 18 -A -D Dear Joe: Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Property Identification Numbers (PINS). On the coversheet, provide a list of the actual parcels being impacted by this use. 2. Access Road Use. On the coversheet, expand the "proposed use notation to include a statement that once the dam improvements have been completed, the access road will be removed. 3. Easement Plat. Provide a copy of the recorded access easement through parcel 18 -A -69F. 4. Bus Pickup and Drop -off Areas. The site plan includes parking spaces and a shelter to accommodate student pick -up and drop -off. Indicate if FCPS will enter the private development to access this area. 5. Surface Materials for Parking Spaces. The use of gravel is not permitted. The parking spaces must be paved with a minimum of double prime- and -seal treatment or an equivalent surface; wheelstops are also required. 6. Private Road Construction. The plan proposes to construct an 18 foot wide gravel access road to serve as the sole ingress /egress point for a number of residents until the dam improvements are complete. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Engineer, the Frederick County Fire Marshal, and the Frederick County Public Schools.
