The site plan is approved for improvements associated with the Runway Rehabilitation Project at the Winchester Regional Airport located on Airport Road in the Shawnee Magisterial District. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. 1 am providing you with three (3) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Once site development is complete; the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or concerns. These sheets include: • Sheet 1 - Cover • Sheet 2 - Boundary & Zoning Plans • Sheet 4 - General Layout • Sheet 6 - VDOT 7 Property Demolition Notes • Sheet 7 - Property Demolition Layout & Notes • Sheet 47 - Vault Layout Plan • Sheet 48 - Vault Demolition Plan & Notes Sheets 1, 2, and 4 are being provided to address Planning comments one through three. Sheets 47 and 48 are being provided to clarify the intent is not to demolish the electrical vault building. Instead, only the equipment inside the building is being demolished and replaced, due to age and incompatibility with new airfield equipment. The building is in good shape and will remain. Sheets 6 and 7 are being provided to show compliance with VDOT comments dated January 24, 2011. Delta has been in contact with Ms. Yeatman at VODT, and we have sent her review copies of the affected plan sheets to address VDOT comments ahead of the final 100% Review submittal. Based on her email response dated March 10, 2011 (attached), we have addressed these final minor items as well and forwarded them to VDOT under separate cover on March 12, 2011, and they will appear in the 100% Review set to Planning. Sheet 7 also contain notes regarding the proper disposal of structures, wells, and septic systems in compliance with comments received from the Fire Marshal, Health Department, and Inspections Department. The project specifications contain environmental investigation documents (asbestos inventories, Phase 1 and Phase 2 Environmental Due Diligence Audits) for the structures to be demolished. Al this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staffs comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1. Project Information. On the coversheet, a separate listing of Property Identification Numbers should be provided for the residential properties with structures identified as being demolished. 2. Runway Sign. Provide the square footage for the proposed runway sign. 3. Property Identification Numbers. The site plan does not account for the separate properties owned by the Airport. The boundary plan (sheet 2) and the general layout (sheet 4) need to be revised to show all properties (please refer to map previously emailed). 4. Proposed Vault. I'he site plan needs to show where the existing vault is being demolished and where the new vault is proposed. After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the plan. A copy of the comment form for your department is also enclosed. This project is for a rehabilitation of the runway at the Winchester Regional Airport. The project will reconstruct portions of the asphalt runway to meet existing grade requirements, as well as overlay additional portions to support aircraft operations over the next 20 years. The runway edge lights will be upgraded from the current medium intensity system to a new high intensity system, which is the appropriate intensity for the type of instrument approach in use at the airport. The project includes significant grading north of the runway in order to lower the existing terrain to elevations which meet the current clearing standards. Finally, the project will demolish residential dwellings on seven (7) parcels along Bufflick Road; these parcels were all acquired in fee during the past ten (10) years to accommodate future expansion and are all vacant properties. Construction for this project is anticipated for as early as May of 2011 or as late as July 2011, depending on the availability of federal funds.
