Dear Gary:
This site plan is approved for an automobile sales facility with accessory automobile service
located at 788 Baker Lane in the Stonewall Magisterial District. Required site improvements
include the following:
• Phase I Improvements
o Site landscaping.
o Striping of the parking lot.
o Installation of temporary wheelstops.
o Construction of a handicap ramp.
o Removal of asphalt to provide greenspace.
Phase 1I Improvements
0 1,900 square foot building addition.
o Additional display spaces.
o Curb and gutter around the entire parking lot.
o Sidewalk along Baker Lane.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site
plan, including review agency comments from all relevant review agencies. I am providing you
with seven (7) copies of the approved site plan. Please forward these copies to the appropriate
representative(s). Furthermore, advise the owner(s) that a copy should be kept for future
reference, and an approved copy must be kept on the construction site throughout the
development process. Once site development is complete, the owner(s) should contact this
office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions
or concerns.

Attached is a revised copy of the site plan and your comments addressed below.
1. The Power of Attorney form is attached.
2. My client understands that the sales must be the primary use. As far as
comparing the floor areas, it takes less space to sell a car, but it takes an
entire bay to service one. Most of the cars that will be sold will have been
repaired first. Again, my client understands and affirms that car sales will be
his primary use.
3. The existing building was measured to be 12' tall and the future addition will
be up to 20' to accommodate vehicle lifts. I don't understand what you're
looking for to address this comment.
4. The front parking setback has been changed to 10' on the cover sheet.
5. I have added the display spaces to the number of parking space count. Do I
still need to provide parking spaces for them? Parking spaces required for
parking spaces?
6. Per our discussion, I have added curb and gutter to the existing parking lot;
however, it is noted that this is to be installed with all of the major site work
required for Phase 2.
7. A note about inoperable vehicles has been added to sheet 2.
8. The sign has been placed on sheet 2.
9. The landscaping table has been revised and the evergreen shrubs added for
headlight screening. I also placed the additional trees in the front yard area.
10. Handicap ramps have been added for the entrance. I also included the
sidewalk along Baker Lane per your email from yesterday. As with the curb,
I have noted that this will be required in Phase we the major site work will
take place.
11.I have added the curbing and 3' separation for the dumpster.
12.A photometric plan has been added to sheet 3 as well as details.

Re: Review Comments for Site Plan 018 -10; A &M Auto Sales and Service

Dear Gary:
Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staff s comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special
Limited Power of Attorney Form prior to further review or approval. This form should be notarized and
completed to grant the applicant (you) with authorization to represent them for this site plan.
2) Proposed Use. Auto service is not a permitted use in the 133 (Business General) District, it is only
permitted as a secondary use associated with auto sales. While the site plan does show that auto sales are
proposed from the site, the sales component does not appear to be the primary use. The sales component
has a 250sf office area and 12 display spaces while the repair component has 4,670sfof building area and
the back portion ofthe site. At this time it is unclear how the sales component of the site is, or will remain,
the primary use of the site.
3) Building Data. On the coversheet, the building data shows that existing height is 12 feet.
4) Parking Setbacks. The front parking setback minimum is ten feet.
5) Parking Space Numbers. The display spaces need to be included in the parking space calculations.
6) Parking Areas. The parking area needs to be upgraded to meet the current requirements of the Zoning
Ordinance. Therefore, the use of wheelstops is not permitted unless LID techniques are utilized; the use of
concrete ditches does not meet this requirement. On sheet 2, ensure that a five foot parking setback is
maintained on the side.
7) Inoperable Vehicles. Inoperable vehicles are not permitted to be stored outside; a notation regarding this
needs to be provided on the site plan.
8) S� The coversheet references a freestanding sign; the proposed sign location needs to be shown on
sheet 2.

9) Landscaping. The site needs to accommodate interior landscaping. On sheet 2 under the landscaping
data, the display spaces need to be included and the Zoning Ordinance reference needs to be revised.
Evergreen shrubs need to be provided along all parking spaces not utilized for display. Deciduous trees
should be provided at the front of the site.
10) Entrance. Handicap ramps need to be provided at the entrance.
11) Dumpster. The dumpster needs to be separated from the parking area by a six inch curb and by a distance
of three feet.
12) Lighting. A photometric plan is required for the site; the location of any existing /proposed fixtures needs
to be shown (location and type). If any existing fixtures do not conform to the current standard, they need
to be removed.
After you have revised the site plan, please resubmit one copy so that 1 may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County Inspections Department. the
Frederick County Department of Public Works (County Engineer), the Frederick County Fire Marshal, the
Frederick County Sanitation Authority, and the Virginia Department of Transportation.
