All of my previous comments have been satisfactorily addressed and, therefore, the site plan is approvable once an approval has been received from the Virginia Department of Transportation (VDOT). Please note that any changes requested by VDOT made after the date of this letter will require further review from this Department and will nullify this preliminary approval. Required site improvements include the following: Phase I — 38,900 square foot manufacturing building. Phase II — 9,600 building addition. Construction of a parking lot with 93 spaces (including four handicap accessible), including curb and gutter, striping and handicap access. Four loading spaces, one monument sign, a screened dumpster area and landscaping as indicated on the site plan. All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan, including review agency comments from all relevant review agencies. I am providing you with eight (8) copies of the approved site plan. Please forward these copies to the appropriate representative(s). Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy must be kept on the construction site throughout the development process. Once site development is complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to contact me if you have any questions or concerns. McGhee Road - Tom Gilpin is aware and he is working on the road with VDOT. I've discussed this comment with the owner and he understands. 2. 1 have removed the four office employees from the count and added the 1600 sf of office space to the calculations. 3. The signage information on the cover sheet has been changed to a monument sign instead of building mounted. 4. The swales, powerline, and holding tanks have been labeled on sheet 2. 5. CG -2 is the VDOT specification for a 6" curb without a gutter pan. I have spoken with Ed Strawsnyder about getting a letter from Public Works stating that the elimination of curbing is necessary to provide sheet flow for the grass swale to be effective. 6. The additional directional arrows have been added to sheet 2. 7. The loading spaces have been labeled on sheet 2. 8. The dumpster has been labeled on sheet 2. 9. The detail for the CG -2 (6" Header Curb) has been added to the utility details - sheet 7. 10.1 have revised the lighting label to specify "full cut off' and noted their height will be 18' above finished floor. 11.The 36" fence has been delineated better. At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) McGhee Road. It appears that this segment of McGhee Road is not in the state system yet. This needs to occur, or be bonded, before the site plan can be approved. 2) Parking Calculations. On the coversheet, the parking calculation only shows the total number of employees. Indicate if the building has any office areas, as these need to be parked separately. 3) Signage. The coversheet only references a building mounted sign but sheet 2 shows a 25 foot tall freestanding sign. The maximum height for a freestanding sign on this property is 12 feet (monument). 4) Labeling. On sheet 2, label the grass swales, the seven holding tanks and label the overhead electric as being removed and placed underground. 5) Curb Height. The rear of the site shows a two inch header curb; six inches is the minimum curb height. Also, the plan shows the use of concrete wheelstops and the use of bio- retention areas. The elimination of the curb in this area requires the approval of the Public Works Department (they will specifically need to reference approval of the elimination of the curb /gutter). 6) Directional Arrows. Provide directional arrows as indicated on sheet 2. 7) Loading Spaces. The loading spaces need to be delineated. 8) Dumpster. Label the dumpster area. 9) Curb Detail. Provide a detail for the proposed header curb. 10) Wall Pack Lighting. The proposed lighting on sheet 8 shows it as a "cut -off' fixture. Ensure that this type of lighting is a "full cut -off' fixture. Provide the actual mounting height of the fixtures. 11) Headlight Screening. The 36 inch screening fence on sheet 8 is difficult to delineate. I will need all approved review agency comment sheets and at least five copies of the final plan for approval. Comment sheets are required from the following agencies: the Frederick County Inspections Department, the Frederick County Department ofPubl is Works (County Engineer), the Frederick County Fire Marshal, the Health Department, the Frederick County Sanitation Authority, and the Virginia Department of Transportation.
