Dear Niki:
The above - referenced site plan was approved on July 7, 2010 for the construction of an office, shooting
range training facilities, and warehouse.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contac _ c if u have any uestions or concerns.

Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be
granted. At this time, administrative approval cannot be granted. This site plan is denied until the issues
in this letter are adequately addressed. Please review Staff's comments listed below and then prepare a
revised site plan.
Review Comments
1. Project Information. Clarify all project information on cover sheet.
2. Adioiner. Verify all adjoiner information.
3. Existina Conditions. Provide existing conditions such as trees, lighting, and signs.
4. Lighting. Provide a lighting plan.
5. Shooting Range. Clarify that Phase II shooting range is above ground or underground.
6. Sound Levels. If any part of shooting range is not underground, you must meet 165- 201.12(H) -
sound levels not to exceed 75 decibels. If this is the case, a CUP (Conditional Use Permit) will
need to be obtained.
7. Buffer and Screening. Again, if shooting range is above ground, CUP will need to be obtained
and a Category C buffer must be implemented, and it will need to be supervised at all times.
8. Signs. Are there any proposed signs? If so, please annotate on plan with a detail.
9. Existina Property Line. Annotate existing property line with a note that annotates existing
property line hereby vacated.
After you have revised the site plan, please resubmit two copies so that I may verify the information
contained on the plan. I am providing you with a copy of the reviewed plan for your benefit. Comment
sheets are re fired from the following agency: The Winchester Regional Airport. Do not hesitate to
con me if 'ou have a questions or concerns regarding this letter.

Attached please find rendering pictures for GSE Practice Range and a sample picture of the baffles design.
- The building will be enclosed by 4 sides concrete walls and face with engineered acoustic tiles on the inside
walls.
- Baffles will be place on top of concrete walls (both sides)and extend the whole width of practice range and
overlap each other along the wall with face up 30 degrees angle to capture 100% of any bullets from going
upward toward the roof.
- The baffle is made of:
o Front face with %" plywood
0 3/8 steel plate behind the plywood
o The baffles will be supported by the steel frame girder across the whole width of practice range.
o See sample picture showing similar design for baffles concept

3D renderings that we prepared for the project so he can meet with Eric Lawrence and demonstrate that this is a self -

We are in receipt of the comments dated June 2, 2010 and offer the following responses:
Comments from Frederick County Planning
Comment 1: Project Information. Clcnzfy all prbjeet information on coPer aheet.
Response. Clarified and modified the project information accordingly. Please note the
section of the zoning pertaining to M1, in regards to height is actually section 165.601.02.
Comment 2: Adjoiner. Vetz fy all adjoiner iularmation.
Response: Revised as noted.
Comment 3: Existing Conditions. Provide etiuling conditions such a,� trees, lighting, and jigns.
Response: Existing trees and tree line have are provided on sheets 3 & 5. 1 have added the
layer to sheet 4 for clarification. Currently there is no site lighting other than the 1 existing
flood light at the entrance showing on the existing sign and 2 other similar flood lights
further back in the property in front of the building, lighting an existing flag pole. We are
currently designing a lighting plan meeting the county zoning ordinance section 165.201.07
will be submitting to the counts' for review and approval prior to a land disturbance permit
being issued for the project. Notes have been provided on sheets 1 & 4.
Comment 4: Lighting. Provide a lighting plan.
Response: 1: ighting plan is forthcoming and will be submitted to the county prior to
issuance of any land disturbance permit. Refer to note sheet 1 &4.

Response: There is an existing sign on the property at the entrance, the owner will replace
on the logo area for the new use. Existing height, location, and size shall remain the same.
