Dear Mr. Hestand:
The above - referenced site plan was approved on April 15, 2010. The site plan is approved for expansions
and modifications to the existing Pilot Travel Center (Flying J) located at 1530 Rest Church Road in the
Stonewall Magisterial District. Required site improvements include the following:
• New entrance on Zachary Ann Lane.
• Addition of two automobile gasoline pumps and canopy expansion.
• Relocation of the truck scale area.
• Relocation of a parking lot island and tree.
All requirements of the Frederick County Zoning Ordinance have been met in the approved site plan,
including review agency comments from all relevant review agencies. I am providing you with three (3)
copies of the approved site plan. Please forward these copies to the appropriate representative(s).
Furthermore, advise the owner(s) that a copy should be kept for future reference, and an approved copy
must be kept on the construction site throughout the development process. Once site development is
complete, the owner(s) should contact this office to schedule an on -site inspection. Do not hesitate to
contact me if you have any questions or concerns.

Dear Ms. Perkins,
Revisions to the above - referenced plans have been completed in order to address your comment
letter dated January 25, 2010. Our responses are outlined below in accordance with your letter.
1. As discussed over the phone and email an owner's signature block has been added to the
cover sheet in order to prevent the necessity of the limited power of attorney.
2. A signature block has been added to the cover sheet for the Zoning Administrator as
requested.
3. The requested notes have been added to the cover sheet.
4. The project scope has been revised to include installing the new exit onto Zachary Ann
Road and the relocated truck scale.
5. The approved site plan number has been added to the cover sheet.
6. Per our phone conversation no striping is proposed.
7. A new island has been shown as requested in the bay adjacent to the pump /canopy
addition. Revised parking counts have been added to C3.0 as discussed on the phone.
8. A canopy lighting detail has been added to sheet ES1. Lighting fixtures are to be
recessed into canopy. The illuminated panatlex has been removed from the canopy.
Pilot will install a metal fascia instead. See sheet AC I.
Koontz - Bryant is hopeful that we have addressed all comments /recommendations in a

Dear Mr. Hestand:
Planning Staff has reviewed the above - referenced site plan to determine if administrative approval can be granted.
At this time, administrative approval cannot be granted. This site plan is denied until the issues in this letter, as
well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments
listed below and then prepare a revised site plan which adequately addresses each concern.
Review
1) Special Limited Power of Attorney Form. Please have the property owner sign the attached Special
Limited Power of Attorney Form prior to further review or approval. This form should be notarized and
completed to grant the applicant (you) with authorization to represent them for this site plan.
2) Signature Block. A signature block for the Zoning Administrator needs to be on the coversheet of the site
plan. The signature block for the Zoning Administrator needs to include the expiration language: site plan
valid for five (5) years from date of Zoning Administrator outdovali lighting must be shielded to prevent

via Zachary Ann Lane, exit via Rest Church Road). The striping for the other existing entrances needs to
be shown on the plan as well.

8) Canopy Lighting• A detail for the canopy lighting needs to be provided on sheet ES or AC 1. Any new
canopy lighting needs to be full cut -off fixtures and the light source needs to be flush or recessed within
the underside of the canopy. Sheet AC states that the existing canopy fascia is being replaced; please
note that the portions of the canopy not included in the sing area are not permitted to be illuminated.
After you have revised the site plan, please resubmit one copy so that I may verify the information contained on the
plan. I will need all approved review agency comment sheets and at least five copies of the final plan for approval.
Comment sheets are required from the following agencies: the Frederick County Inspections Department, the
Frederick County Fire Marshal, and the Virginia Department of Transportation.
