Dear Mr. Ruwe:
Planning Staff has reviewed the above - referenced site plan to determine if administrative approval
can be granted. At this time, administrative approval cannot be granted. This site plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staff's comments listed below and then prepare a revised site plan which
adequately addresses each concern.
Review Comments:
1. Special Limited Power of Attorney Form. Please have the property owner sign the
attached Special Limited Power of Attorney Form prior to further review or approval. This
form should be notarized and completed to grant the applicant (you) with authorization to
represent them for this site plan.
2. Site Directions. The directions to the site are not correct. The site is located on Valley View
Trail which comes off of Timber Ridge Trail, which is located off of Wolf Springs Trail
(road that goes up the mountain). The directions from Route 600 to Wolf Springs Trail are
not correct either.
3. Magisterial District. The site is located in the Back Creek Magisterial District.
4. Signature Blocks. The signature block for the Zoning Administrator only needs to be on the
coversheet.
5. Zoning Data. On the coversheet, provide the property identification number, the total site
area and the building restriction lines for the site.
6. Detail A. Detail A on sheet Z -1 needs to show the proposed expansion shown on sheet Z -2.

After you have revised the site plan, please resubmit one copy so that I may verify the information
contained on the plan. I will need all approved review agency comment sheets and at least five
copies of the final plan for approval. Comment sheets are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Fire Marshal, and the Winchester
Regional Airport Authority.

Enclosed please find; a Frederick County, VA Site Plan Application, five 24'06" site plans (3 stamped) two
1 I "xl7" site plans (stamped) for ITTI73 -01, one structural analysis, one set of stamped construction drawings, and
a check for $500.00 for the review fee for your review.
Specifically, iTT is applying for plan review and building permit to collocate six (6) antennas and coaxial lines on
the existing tower. They will also be installing a radio equipment cabinet, an emergency back -up generator and an
LP gas tank on new concrete pads within the existing fenced compound. The tower will not increase in height and
the compound will not increase in size due to the installation. The purpose of this collocation is the replacement of
the existing FAA air navigation system. Once implemented, this new technology will greatly enhance the safety of
the traveling public in all types of aircraft. The total job cost is expected to be $30,000.00.
At this time American Tower has not selected a contractor, but once the use has been approved, we will have the
general contractor provide complete the building permit license information, apply for the electrical permit, submit a
Metamora Township Annual Contractor Registration and pay the building permit fees. Please let me know if the
