Dear Mr, Ruwe:
We have reviewed your request for site plan comments to co- locate antennas at a height of 92'
on an existing antenna tower (6520) located at on Big North Mountain Wolf Springs Road owned
by American Tower Corporation.
According to the paperwork submitted for review and prior on file records for the Federal
Aviation Administration Aeronautical Study No. 2009 -AEA- 3127 -OE for this site, the FAA
determined that co- location on the existing tower would not exceed obstruction standards and
would not be a hazard to air navigation providing conditions are met as outlined on page three of
four for the referenced study. (See attached.)
The FAA study for this site does not provide allowance to transmit on the frequencies of 978
MHz or 109D MHz until a formal frequency transmit license from the Federal Communications
Commission (FCC) is obtained prior to on -air operations on those frequencies.
Please forward a copy of the transmit license to this office for record prior to operation of these
frequencies.
Providing you meet the stated condition required by the FAA and all local, State and Federal
regulations, the Winchester Regional Airport Authority concurs with the proposed site plan.

This aeronautical study revealed that the structure does not exceed obstruction standards and would not be a
hazard to air navigation provided the following condition(s), if any, is(are) met:

Based on this evaluation, marking and lighting are not necessary for aviation safety. However, if marking
and/or lighting are accomplished on a voluntary basis, we recommend it be installed and maintained in
accordance with FAA Advisory circular 70/7460 -1 K Change 2.
This determination is based, in part, on the foregoing description which includes specific coordinates, heights,
frequency(ies) and power. Any changes in coordinates , heights, and frequencies or use of greater power will
void this determination. Any future construction or alteration, including increase to heights, power, or the
addition of other transmitters, requires separate notice to the FAA.
This determination does include temporary construction equipment such as cranes, derricks, etc., which may be
used during actual construction of the structure. However, this equipment shall not exceed the overall heights as
indicated above. Equipment which has a height greater than the studied structure requires separate notice to the
FAA.
This determination concerns the effect of this structure on the safe and efficient use of navigable airspace
by aircraft and does not relieve the sponsor of compliance responsibilities relating to any law, ordinance, or
regulation of any Federal, State, or local government body.
A copy of this determination will be forwarded to the Federal Communications Commission (FCC) because the
structure is subject to their licensing authority.

This letter serves to emphasize to you and your potential partners the importance of the
Federal Aviation Administration (FAA) ADS -B contract which was awarded to ITT
Corporation on August 30, 2007.
The FAA is undertaking a dramatic modernization of the National Airspace System under a
program entitled Next Generation Air Traffic Management Systems (NextOcn). The ADS -
B program is the cornerstone of the NextGen. ADS -B will provide technology that in the
near term will enhance safety and in the longer term promise significant system capacity and
efficiency benefits essential to meeting forecasted increases in air traffic demand.
ADS -B is and will remain a high visibility program. Avionics manufacturers and aviation
organizations /companies are relying on the FAA to meet the ADS -B implementation
schedule. The FAA has begun full scale development of the ADS -B system Arith the award
of the ITT contract and veil l begin nation wide deployment in the near term.
Any support that can be.given to ITT in the development and fielding of ADS -B
infrastructure is strongly encouraged. The FAA considers this program an opportunity to
significantly benefit the nation's transportation infrastructure with new technology.
It is believed that just as in the introduction of the internet, there will be many spin -off
opportunities.

and comment, one (1) color 11 "sell site plan for site ITTSV173 -01 on Valley View Trail and a Winchester
Regional Airport She Plan Comment street Please respond and forward the signed comment sheet to the Frederick
County. Planning and Development Deparimenl to the attention ol'Sentor Planner Candice Perkins and fax a copy to
me at (877) 257 -3167.
Specifically, 1:1 "1' is applying for plan review nnc. building permit to collocate six (6) antennas and coaxial lines on
the existing tower. They will also be installing a radio equipment cabinet, an emergency back -up generator and an
LP gas lank on new concrete pads within the existing fenced compound. The: tower will not increase in height and
the compound will not increase in size due to the installation, The purpose of this collocation is the replacement of
the existing FAA air navigntion system. Once implemented, this new technology will greatly enhance the aafery of
the traveling public in all types of aircraft. The total job cost is expected to be $30,000.00.

Structure shall comply with The Virginia Uniform Statewide Building Code and Section 312, use
group U (Utility and Miscellaneous) of The International Building Code 2006. The structure is
required to comply with Chap 15 & 16 of the IBC 2006 for structural load, as well as, Section
3108 for Towers.
LP tanks shall require a mechanical permit and be installed in accordance with the International
Mechanical Code and the NFPA 58
Fences greater than 6' in height require a building permit
Generator and generator pad will require building permits
Special inspections per Chap 17 IBC 2006 apply to this structure.
Plans submitted for review shall be sealed by a Virginia Registered Design Professional.
