P"RA 10212 Governor Lane 91vd, Suite 1007 oryla nd 21795 + F 301 223.68 3 June 21, 2007 "0 OCT 2 5 2007 OVERVIEW Report Summary Patton Harris Rust & Associates (PHR +A) has prepared this document to present the traffic impacts associated with the proposed Senseny Road CVS Pharmacy development located alone the east side of Route 656 (Greenwood Road), south of Route 1 657 (Senseny Road) in Frederick County, Virginia. The proposed development is to include 12,800 square feet of Pharmacy with drive thru. Access is to be provided via two (2) site - driveways located to the east of Greenwood Road and south of Senseny Road, respectively. The driveway along Senseny Road will be a right in /right only access. The proposed development will be built -out over a smile transportation phase by the year 2010. Figure 1 is provided to illustrate the location of the proposed Scnseny Road CVS Pharmacy development with respect to the surrounding roadway network. Methodology The traffic impacts accompanying the Senseny Road CVS Pharmacy development were obtained through a sequence of activities as the narratives that follow document: • • Assessment of background traffic including other planned projects in the area of impact, • Calculation of trip generation for the proposed Senseny Road CVS Pharmacy development, • Distribution and assignment of the Senseny Road CVS Pharmacy development - generated trips onto the completed roadway network, • Analysis of capacity and level of service using the latest version of Synchro for existing and future conditions. In order to determine the ADT (Average Daily Trips) along the study area roadway links; a" k ' "fatio'of PM traffic volumes to 24 -hour traffic volumes) of 10 %o was assumed. 1 Figure 2 shows the existing ADT and AM /PM peak hour traffic volumes at key 1 locations throughout the study area roadway network. Additionally, all trips relating to specific future "other developments" located within the vicinity of the site were incorporated. Using the 7 th Edition of the Institute of Transportation Engineers' (1TE) Trip Generation Report PHR +A has provided Table 2 to summarize the 2010 "other developments" trip generation, Figure 4 shows the 2010 background ADT and AM /PM peak hour traffic volumes at key locations throughout the study area. Figure 5 shows the corresponding 2010 build - out lane geometry and levels of service. Table 3 shows the 95 percentile back of queue and levels of service for each lane group during 2010 background conditions. Synchro levels of service worksheets are provided in the Appendix section of this report. J • TRIP GENERATION 0 PHR +A determined the number of trips entering and exiting the site using equations and rates provided in the 7 Edition of the Institute of Transportation Engineers' (ITE) Trip Generation Report Table 4 is provided to summarize the total trip generation associated with the proposed development. PHR +A utilized the trip distribution percentages shown in Figure 6 to assign the proposed Senseny Road CVS Pharmacy development trips (Table 4) throughout the study area roadway network. Figure 7 shows the development - generated AM/PM peak hour trips and ADT assignments. 2010 BUILD -OUT CONDITIONS The Senseny Road CVS Pharmacy assigned trips (Figure 7) were added to the 2010 background traffic volumes (Figure 4) to obtain 2010 build -out conditions. Figure 8 shows the 2010 build -out ADT and AM/PM peak hour traffic volumes at key locations throughout the study area network. Figure 9 shows the respective 2010 build -out lane geometry and AM/PM peak hour levels of service. Assuming the improvements shown in Figure 4 and Figure 9, all the study area intersections will maintain levels of service "C" or better during 2010 background and build -out conditions, respectively. The following reiterates the improvements recommended for the intersection of Greenwood Road /Senseny Road: • Sensenv Road /Greenwood Road: In order to achieve levels of service "C ", this intersection will require an eastbound right -turn lane, a westbound right -turn lane, a northbound left -tum lane and a southbound left -turn lane in 2010 background and build -out conditions. NOTE Funding for the aforementioned improvements have yet to be determined. E • Bike and pedestrian facilities will be addressed during Site Plan time.
