SITE BACKGROUND AND HISTORY
The Shenandoah -Oak Ridge Property consists of 52.6 Acres identified by County records as Tax
Map Parcel 85- A -273D. The Property is zoned RA (Rural Areas) with other RA zoned properties
bordering the site to the West. East and adjacent to the subject Property is the actively developing
Shenandoah Age Restricted Community which is zoned R5 (Residential Recreational Community).
Currently, Shenandoah is approved for the construction of 2,130 age restricted dwelling units and is
served by the Crooked Run Waste Water Treatment Plant which was constructed in conjunction
with the approval of the original Shenandoah Master Plan. This application seeks to rezone the
Shenandoah — Oak Ridge Property to R5 with a maximum of 160 age restricted single family
dwellings to allow the property to develop as an extension of the adjacent age restricted community
that is currently under development.
Currently, the Property is vacant. The development of the subject site for age restricted residential
use would serve as a logical expansion of the community that is currently under development as it
would allow for a seamless integration of the subject property with the existing, adjacent R5 zoning.
LOCATION AND ACCESS
The Shenandoah -Oak Ridge Property is land- locked with other RA zoned parcels separating it from
Hudson Hollow Road to the West and the developing age restricted community bounding the
Property to the East (See Figure 1). Fortunately, the design of the adjacent community includes a
main roadway, Rachel Carson Drive, that fronts the subject Property. Via Rachel Carson Drive,
access will be provided to Route 522, Route 277, and Hudson Hollow Road.
The Applicant has proffered out the potential for a direct access to nearby Hudson Hollow Road.
This provides for the connection to the planned road network within the existing Shenandoah
Community and avoids dispersing traffic onto portions of Hudson Hollow Road where the road
alignments are less suited for higher traffic volumes. Additionally, the Applicant has proffered to
provide a minimum of two connections from the Oak Ridge Property to Rachel Carson Drive in the
Shenandoah Community to provide appropriate options for emergency response vehicles.

COMPREHENSIVE PLAN
The Shenandoah - Oak Ridge Property is located well outside of the Urban Development Area
(UDA) and Sewer and Water Service Area (SWSA). As depicted on Figure 2, The UDA and SWSA
were established as the intended boundary for residential development by the service area of the
Opequon and Parkins Mill Wastewater Treatment Plants. Sewer service to the project would be
provided by the Crooked Run Wastewater Treatment Plant which has been constructed as part of
the Shenandoah project. As such, the SWSA /UDA concept does not apply to this rezoning
application. Instead, the subject boundary is the Crooked Run Service Area. The Crooked Run
Service Area was established in 2001 by an agreement between the Frederick County Sanitation
Authority, Frederick - Winchester Service Authority, and the previous owner of the 2,130 unit
Shenandoah development who still maintains ownership of the retail areas of that project. The
subject Property is located adjacent to the Crooked Run Service Area as defined by the 2001
agreement. The Frederick County Sanitation Authority must obtain permission from the developer
prior to serving any areas outside of the existing Shenandoah boundaries with sewer service. As the
developer of the existing Shenandoah project is the applicant for this rezoning, extension of sewer
service by the Crooked Run Treatment Plant to the subject Property will not be an issue. A revised
agreement between the FCSA, FWSA, and the developer would expand the current Crooked Run
Service Area boundary to incorporate the subject site in accordance with the stipulations set forth in
the 2001 agreement between the three parties.
The Frederick County Zoning Ordinance requires that R5 communities be a minimum of 500 acres
in size and be developed in a carefully planned setting. As the existing R5 zoned Shenandoah
Community totals more than 900 acres, incorporation of the 52 acre Oak Ridge Property with the
current design of Shenandoah would meet the ordinance requirements.
TRAFFIC
A traffic impact analysis (TIA) was prepared for this application using composite data collected from
other studies in the area as well as actual traffic counts. Using traffic generation figures from the
LT.E. Trip Generation Manual, 7 Edition the TIA projects that the proposed development will
produce 1,392 vehicle trips per day (VPD).
Figure 3 depicts how traffic would enter and leave the site. A connection to Rachel Carson Drive in
the Shenandoah Community would allow traffic to safely enter and exit from Route 522, Route 277,

and Route 636 (See figure 4). The connection to Route 522 has already been constructed, with the
connections to Route 277 and Route 636 scheduled to be made later in the development process of
Shenandoah. The TIA indicates that several transportation improvements would be necessary in
order to accommodate a level of service (LOS) C or better for the subject intersections assuming a
2015 buildout. These improvements include additional turn lanes at the intersections of Route
277 /Route 636 and Route 277 /Route 522 as well as an additional West bound through lane for
Route 277. It is important to note that Background traffic alone warrants every transportation
improvement mentioned above as the development generated traffic represents less than 7% of the
Background traffic.
In recognition of the impact the subject development will have on the transportation system, the
Applicant has proffered $500.00 per residential unit for transportation improvements within the
vicinity of the site. This money could be used towards the transportation improvements warranted
as a result of Background traffic alone.
SITE SUITABILITY
The site does not contain conditions that would preclude or substantially hinder development

Flood plain data for the subject parcels is delineated on the Flood Insurance Study Map for
Frederick County prepared by the U.S. Department of Housing and Urban Development,
Community Panel #510063- 0200B, effective date July 17, 1978. The site is located in Flood Zone
C, which denotes areas of minim flooding outside of the 100 -year flood plain. Flood Zone A, 100 -
year flood plain, exists coincident with the West Fork of Crooked Run, though this area is located
immediately west of the subject site's Southwest boundary.
The General Soil Map of the Soil Survey of Frederick County, Virginia indicates that the soils
comprising the subject parcels fall under the Weikert - Berks - Blairton soil association, with the
particular geology identified by the Soil Survey as Berks channery silt loams with slopes ranging

from 3% to 25% on the Eastern half of the Property and Weikert -Berks channery silt loams with
slopes of 25% to 65% to the West. Such geology is prevalent on land located east of Interstate 81
and is not identified as prime farmland by the Frederick County Comprehensive Plan.
The site is predominantly wooded and no history of agricultural use has been identified. The
Property is located within the Stephens Run drainage area. The site has a high elevation of 695.0
feet with a low elevation of 605.0 feet. A ridgeline tins from north to south roughly along the
center of the property. Drainage flows West of the ridge line to the West Fork of Crooked Run and
East of the ridge line towards Lake Frederick (See Figure 5).
The National Wetlands Inventory does not identify any wetlands on the Shenandoah -Oak Ridge
Property, however any potential wetlands would be identified by a wetlands delineation as part of
the Master Plan phase of the project. No lakes or ponds are located on the Property.
No area of the Property contains slopes that are greater than 50 percent according to 5 foot contour
data. The engineering phase of the project will examine contour data at a closer scale (2 foot) and
determine if any steep slopes exist along the western and southern boundary of the Property. The
topography of the site lends towards incorporating the steeper slopes found west of the
aforementioned ridge line into the required 30 percent open space for the project.
SEWAGE CONVEYANCE AND WATER SUPPLY
Sewer Service will be provided by connection to the lines planned for the Shenandoah Age
Restricted Development to be treated at the Crooked Run Treatment Plant. Using a standard rate
of 200 gallons per day /dwelling unit, it is projected that the proposed development would produce
32,000 gallons of sewer flow per day. The Crooked Run plant was designed to treat up to 375,000
gallons per day and is currently permitted for 250,000 gallons per day. Should future needs dictate
an expansion of the treatment plant, it is possible for the plant to be permitted to treat up to 600,000
gallons of water per day.
Water service will be provided by looping a line from the Shenandoah Community through the Oak
Ridge Property. Water consumption for the project will be roughly equivalent to the projected
sewage generation of 32,000 gallons per day.

HISTORIC SITES AND STRUCTURES
The Frederick County Rural Landmarks Survey does not identify any potentially significant
structures on the subject acreage or within close proximity of the properties. The subject properties
are not located within the study boundary or core area of any identified Civil War battlefield.
IMPACT ON COMMUNITY FACILITIES
The Applicant has proffered in accordance with the newest Frederick County Fiscal Impact Model
to mitigate the projected fiscal impact on community facilities attributable to the proposed rezoning.
In addition to these proffers, the Applicant has proffered $2,000.00 for each single family detached
dwelling unit and $1,000.00 for each single family attached dwelling unit towards ttansportation

OVERVIEW
Report Summary
Patton Harris Rust & Associates (PHR +A) has prepared this document to present
the traffic impacts associated with the proposed Shenandoah — Oak Ridge Property
development located along the southwest quadrant of the intersection of Route 277 &
Route 340/522, in Frederick County, Virginia. The proposed project is to be comprised of
160 single- family attached units. Access is to be provided via three (3) site - driveways
located along Double Church Road (Route 636), Route 277 and Route 340/522,
respectively. The project is to be built -out over a single transportation phase by the Year
2015. PHR +A has performed traffic analyses for existing, 2015 background (without
development) and 2015 build -out (with development) conditions. Figure 1 is provided to
illustrate the location of the proposed Shenandoah — Oak Ridge Property with respect to
the surrounding roadway network.
Methodology
The traffic impacts accompanying the Shenandoah — Oak Ridge Property
development were obtained through a sequence of activities as the narratives that follow
document:
• Assessment of background traffic including other planned projects in the study
area,
• Calculation of trip generation for the proposed Shenandoah — Oak Ridge
Property,
• Distribution and assignment of the Shenandoah — Oak Ridge Property
development - generated trips onto the completed roadway network,
• Analysis of capacity and level of service using Synchro software for existing
and future conditions.

EXISTING CONDITIONS
PHR +A conducted AM and PM peak hour manual turning movement counts at the
intersections of Route 277 /Double Church Road (Route 636) and Route 277 /Route 340-
522. ADT (Average Daily Traffic) was established along each of the study area roadway
links using a "k" factor (the ratio of PM peak hour traffic volumes to 24 -hour traffic
volumes) of 8.8 % based on the published Virginia Department of Transportation (VDOT)
traffic count data.
Figure 2 shows the existing ADT (Average Daily Trips) and AM/PM peak hour
traffic volumes at key locations throughout the study area roadway network. Figure 3
illustrates the respective existing lane geometry and levels of service. All traffic count data
and Synchro levels of service worksheets are included in the Appendix section of this
report. PHR +A has provided Table 1 to show the existing levels of service and 95`
percentile back of queue for each study area intersection.

2015 BACKGROUND CONDITIONS

In order to establish the 2015 base conditions, PHR +A applied a conservative
growth rate of 7% per year (compounded annually) to the existing traffic volumes coming
fronYgoing to south of Route 340/522 and 5% growth rate (compounded annually) to all
other traffic movements, respectively. Additionally, PHR +A included specific future
developments located within the vicinity of the proposed site. Using the 7 th Edition of the
Institute of Transportation Engineers' (ITE) Trip Generation Report PHR +A has provided
Tables 2a and 2b to summarize the 2015 "other developments" trip generation. Figure A
is provided in the Appendix section of this report to show the location of the background
developments. Figure 5 shows the 2015 background ADT and AM/PM peak hour traffic
volumes at key locations throughout the study area. Figure 6 shows the respective 2015
background lane geometry and AM/PM peak hour levels of service. All Synchro levels of
service worksheets are included in the Appendix section of this report. PHR +A has
provided Table 3 to show the levels of service and 95 percentile back of queue for each
study area intersection during 2015 background conditions.

equations and rates provided in the 7 Edition of the Institute of Transportation Engineers'
(ITE) Trip Generation Report Table 4 is provided below to summarize the trip generation
associated with the proposed Shenandoah — Oak Ridge Property development.

CONCLUSION
The traffic impacts associated with the proposed Shenandoah — Oak Ridge Property
development are acceptable and manageable. Assuming suggested improvements, all the
study area intersections will maintain approach and overall levels of service "C" or better
during 2015 build -out conditions. The following describes the suggested roadway
improvements for each of the study area intersections during 2015 build -out condition as
shown in Figure 9.
• Route 277 /Double Church Road (Route 636) This intersection will require a
westbound thru and right -turn lane, a northbound right turn lane and a southbound
right -turn lane to maintain acceptable levels of service during 2015 background and
build -out conditions.
• Route 277 /Route 340 -522 This intersection will require an eastbound left-tum and
thru lane and a westbound left -turn, thru and right -turn lane to maintain acceptable
levels of service during 2015 background and build -out conditions.
• Route 340- 522/Site -Drive #l : This is a new intersection. It will require traffic
signalization and separate turning lanes in all directions to maintain acceptable
levels of service during 2015 background and build -out conditions.
• Route 277 /Site -Drive #2 : This is a new intersection. It will require traffic
signalization and separate turning lanes in all directions to maintain acceptable
levels of service during 2015 background and build -out conditions.
• Double Church Road (Route 636) /Site -Drive #3 This is a new intersection. It will
maintain acceptable levels of service with unsignalized intersection and shared
lanes in all directions during 2015 build -out conditions.
• Route 340 - 522 /Dogwood Site -Drive This is a new intersection. It will maintain
acceptable levels of service with unsignalized intersection during 2015 build -out
conditions.
