• MINUTES OF THE MEETING
of the
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors Room, April 5, 1973
PRESENT: Charles E. Bass, Keith Williams, Elmer Venskoske, Maurice W.
Perry, Manuel C. DeHaven.
ABSENT:: James W. Golladay, Chairman, and Richard F. Madigan.
Mr. Bass took charge of the meeting, due to the absence of the
Chairman. Mr. Bass called the meeting to order at 2:00 P.M., announced
a quorom was present and stated the first order of business was the
reading of the minutes of the last meeting of March 22, 1973: Mr. J. W.
Riley proceeded to read the minutes and they were approved as read.
A subdivision plat, of twenty (20) lots;. called Welltown Acres,
being subdivised by Robert Solenberger, was brought forward.
Short discussion followed, pertaining to the size of the lots,
and getting to them.
Mr. Venskoske moved to approve the Welltown Acres Subdivision.
Mr. DeHaven seconded and the motion was passed.
The Secretary presented and read a letter dealing with an impact
report submitted by the Fairfax Development Company for the Middletown
Rezoning, addressed to Mr. Richard F. Madigan and received April 4, 1973.
Mr. Bass requested that a copy of the letter be sent to all
Planning Commission Members.
The Secretary read the application of Elwood M. Wolfe to rezone
approximately 2.00 acres of land; located along the eastern side of
Route 11, and the southern side of Virginia State Highway No. 633,
(Klines Mill Road) in Opequon Magisterial District; from Agricultural
(A -2) to Industrial (M -1).
The Secretary continued to read the application.
Mr. Wolfe was not present, but Mr. John Janet from Strosnider Realty
came'forward to present him.
• Mr. Bass requested that Mr. Al Downs come forward to show where the
scales and residence were on the plat, including ownership of his property.

The Secretary read the application of Kenneth E. Mowery to rezone
approximately 2.65 acres of land; located along the Corporate Limits of
Stephens City and 1 -81 in Opequon Magisterial District; from Agricultural
(A -1) to Residential (R -2).
The Secretary continued to read the application.
Mr. Kenneth Mowery was present, but Mr. Randolph Larrick came
forward to present Mowery's land. He stated that Stephens City had
approved the subdivision but that the County line went through it, and
for this reason it needed to be approved by the Planning Commission.
Short discussion followed.
Mr. Larrick stated that six (6) units would be in each building,
of the townhouses, making a total of twenty -four (24).
Mr. Bass stated that an impact study would have to be presented
on the children - referring to schools and the surrounding area, before
it would be presented to the Board of Supervisors.
Mr. Mowery came forward and presented the plat with the parking
• and units, stating that there would be two (2) parking spaces per unit,
making a total of forty -eight (48) parking spaces.
Decision of application would be announced later in the Meeting.
The Secretary read the application of Frank Leo Arnold to rezone
approximately 1.158 acres of land; located along Route 50 West between
Route 654 (Poor House Road) and Cathers Farm Market on the South Side
of Route 50 in Back Creek Magisterial District; from Agricultural (A -2)
to Business (B -2).
The Secretary continued to read the application.
Mr. Arnold, nor anyone else was present to represent him, but
Mr. Massey was present to affirm it.
Mr. Massey stated that the land would be used for the sale of cottages, for
commercial usage,.and that the land, itself, was not fit to live on.
Short discussion followed.
Decision of application would be announced later in the meeting.
Mr. Bass stated that Executive Session bbe•decided.
• Mr. Massey brought up in discussion the zoning of three (3) lots
for the Marjac Land. He stated that it would be used for homes, 2 -story

• condominiums,,and that approval for water and sewer had already been made.
Short discussion followed.

Mr. Bass stated that it would have to be advertised and alpublic hearing
would have to be made, before anything could be done on this matter.
Short discussion followed, concerning the next Planning Commission meeting
and presenting this zoning at that time.
Mr. Venskoske moved to close Public Session and proceed into Executive
Session. Mr. Williams seconded and the motion was passed.
Mr. Williams motioned to go out of Executive Session into Public Session.
Mr. DeHaven seconded and the motion was passed.
For the application of Elwood M. Wolfe, Mr. Perry moved for the approval,
stipulating that it would be used -for the operation of aluminum, fabrication of
plate glass, sale of glass and aluminum products. Mr. Williams seconded and the
motion was passed.
For the application of Kenneth E. Mowery, Mr. Williams moved for the approval,
and further recommended to the Board an impact tax study on the subdivisions. Mr.
Perry seconded and the motion was passed.
• For the application of Frank Leo Arnold, Mr. Venskoske moved for the approval
of the application. Mr. DeHaven seconded and the motion was passed.
Other business was then discussed.
Mr. Bass stated that an - impact tax should hereafter be applied along with the
■ applications.
Mr. Ralph M. Wakeman came forward for reconsideration of the application of the
Wakeman rezoning, which was previously considered Wakeland Manor Subdivision.
This application was presented at the March 22, 1973, Planning Commission
Meeting, but was moved to be tabled until this meeting, because no one was present
and no one spoke in objection.
Mr. Nicely, surveyor for Mr. Wakeman came forward also.
Lengthy discussion followed.
Mr. Perry moved for the approval of the application. Mr. DeHaven seconded and
the motion was passed.
There being noting further to come before the Commission, the Meeting was
adjourned.
