HomeMy WebLinkAboutPC_10-26-72_Meeting_Minutes� Y MINUTES OF THE SPECIAL MEETING of the FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors Room, October 26, 1972 PRESENT: James W. Golladay, Maurice W. Perry, George Shanks, Manuel C. DeHaven, Richard F. Madigan. Also Roger H. Alderman and Don E. Krueger. ABSENT : Charles E. Bass, Keith Williams, Elmer Venskoske. The Chairman Called the Meeting to Order at 2 :40 P.M. and announced the first order of business was the Public Hearing of Daniel K. Macklin, Trustee, et al to rezone 300 acres of land, more or less, located in Stonewall Magisterial District. The Secretary read the rezoning application requesting a rezoning change from Agricultural (A -2) to Residential (R -2). Mr. Macklin appeared on his own behalf and stated that the land would be used for single family detached residences in the $35,000 to $48,000 price range. Develop- ment could consist of approximately 540 lots with up to 60 acres being sold with the stone house, known as Hackwood, on the property. Mr. Alderman, County Administrator; told the Commission that the County was in serious financial trouble with regard to building new schools and that the Board of Supervisors was considering establishing legislation which would require the payment of impact funds in new developments. After lengthy discussion between all parties, Mr. Macklin requested he be allowed to withdraw the application without prejudice. Upon motion of Mr. Perry, seconded by Mr. Shanks and passed the rezoning applica- tion of Mr. Macklin was allowed to be withdrawn without prejudice. The Chairman announced the next order of business was the rezoning application of Lee A & Joan P. Ebert to rezone 10.00 acres of land located in Back Creek Magisterial District. The Secretary read the application requesting rezoning from Agricultural (A -1) to Industrial (M -2). Mr. Ebert appeared before the Commission and stated the proposed use of the land would be to use the sand from the adjacent sand mine, process it and ship it to Ohio for final manufacture. No one appeared in opposition. Upon motion of Mr. Madigan, seconded by Mr. DeHaven and passed the application of Lee A & Joan P. Ebert was recommended for approval to the Board of Supervisors ' Mr. Robert E. Shumate, Division of State Planning & Community Affairs, appeared before the Commission and presented the Members with a draft of the Recreation and open space plan which will be a part of the Comprehensive Plan. Mr. Shumate asked the Members A to read the document and recommend any changes they might have. There being nothing further to come before the Commission, the Meeting was adjourned. Ar- Don E.
