PC_09-13-72_Meeting_MinutesS_ MINUTES OF THE SPECIAL MEETING of the FREDERICK COUNTY PLANNIIX, COMMISSION Held in the Board of Supervisors Room, September 13, 1972 A Special Meeting of the Frederick County Planning Commission was held this day at 4 :00 P.M. and was a joint Public Hearing of a proposed amendment to the Frederick County Zoning Ordinance with the Board of Supervisors. PRESENT: James W. Golladay, Charles E. Bass, Maurice W. Perry, Elmer'Venskoske, George Shanks, Manuel C. DeHaven., and Richard F. Madigan. Also, Don E. Krueger. ABSENT : Keith Williams. The Chairman called the Meeting to Order.and the proposed amendment to the Zoning Ordinance, which would add paragraph 8 -1 -23 was read by the County Administrator as follows: 8 -1 -23, Light industrial manufacturing, assembling, processing and compounding of glass (but only as a component part of the manufacturing, assembling, processing and compounding thereof), metal and plastic products from prepared and raw materials, together with associated operations, in- cluding machining, stamping, treating and plating, ex- cluding punch pressess and drop hammers exceeding forty (40) ton rated capacity; provided, however, that plastic or metal compounding and processing shall only involve previously prepared plastic or metal material and that no compounding or processing will be done using coke or coal as fuel. The Planning Commission then moved to the Conference Room to conduct its Public Hearing. Mr. Henry H. Whiting appeared before the Commission in favor of the proposed amendment and stated that the amendment was desired by an industrial client which has land under option near Kernstown at the Southwest corner of the intersection of Virginia Route 652 and U.S. Route 11. Mr. Whiting stated his client has business reasons for remaining unnamed at this time and for the same reasons the product to be manufactured could not be divulged. He further stated he had assurances from his client that the proposed facility will be non polluting by current standards in all aspects. Mr. Whiting then stated that the reason for the proposed amendment was that the present Ordinance made it questionable whether or not a portion of the proposed facility would be able to be located in an Industrial (M -1) Area. Upon motion of Mr. Bass, seconded by Mr. DeHaven and passed the Commission went into Executive Session. After short discussion the Commission moved into Public Session upon motion of Mr. DeHaven,.°seconded by Mr. Bass and passed. Mr. Bass then moved that, The Planning Commission recommend to the Board of ' Supervisors that the proposed amendment adding section 8 -1 -23 to the Zoning Ordinance be adopted. The motion was seconded by Mr. DeHaven and passed on a recorded vote, as follows: Aye.- Messrs. Golladay, Bass, DeHaven and Madigan I 5� Nay- Messrs. Venskoske and Shanks Abstention- Mr. Perry The Commission then moved back to the Supervisors Room at which time the Chairman presented the Commission's recommendation to the Board of Supevisors for their consideration. adjourned.
