MINUTES OF THE MEETING
of the
FREDERICK COUNTY PLANNING COMMISSION
Held in the County Office Building June 22, 1972
A Spacial Meeting of the Frederick County Planning Commission was held in the
Conference Room of the County Office Building, Winchester, Virginia at 2:30 P.M. this
day and was' to order by the Chairman.
PRESENT: James W. Golladay, Charles E. Bass, Maurice W. Perry, Elmer Venskoske,
George Shanks, Manuel C. DeHaven, Richard F. Madigan. Also Don E. Krueger,
R..W. Williams, Roy Jennings and Carl Hammons.
ABSENT : Keith Williams
The Chairman announced a quorum was present and introduced Mr. Carl Hammons,
Planner of the Lord Fairfax Planning District Commission.
Mr. Hammons presented a copy of a report concerning the establishment of criteria
for critical environmental areas as prepared by the Lor&Fairfax Planning District Com-
mission at the request of the State Division of Planning and Community Affairs.
Upon completion of Mr. Hammons presentation Mr. Madigan offered the following
resolution:
BE IT RESOLVED, That the Frederick County Planning Commission does not indorse the
Critical Environmental Areas Criteria established by the Lord Fairfax Planning District
Commission for the following reasons:
1. The areas and definitions are vague and indefinite and establish
neither the qualitative or quantitative criteria required under
the act of enabling legislation (Senate Bill 436).
2. There was insufficient time allowed for local community involve-
ment in the preparation of the criteria:
BE IT FURTHER RESOLVED, That the Frederick County Planning Commission does oppose
this type of involvement of Planning District Commissions and does recommend to the
Frederick County Board of Supervisors that they contact representatives to the State
Legislature from this area advising them that Frederick County is in disagreement with this
type of legislation on a state wide basis.
BE IT FURTHER RESOLVED, That copies of this resolution be sent to the Frederick
County Board of Supervisors, City of Winchester Planning Commission and the Lord Fairfax=,
Regional Planning District Commission.
The Resolution was seconded by Mr. DeHaven and passed.
There being nothing further to come before the Planning Commission at this time
the Special Meeting was adjourned.
