PC_09-11-70_Meeting_Minutes/3S MINUTES OF THE SPECIAL MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the County Office Building, September 11, 1970 This Special Meeting of the Frederick County Planning Commission was held in the County Office Building, Winchester, Virginia, this day, and was called to order by its Chairman, James W. Golladay, at 3:30 p. m. PRESENT: James W. Golladay, Chairman, Charles E. Bass, Elmer Venskoske, and Benjamin M. Butler, Secretary. ABSENT: Maurice W. Perry, Grover Teets, Jr., Donald 1L a Baughman, R. W. Williams, and Roy Jennings, Zoning Administrator. It appearing that the meeting did not have a quorum, it was announced by the Chairman that the same would be cancelled. The Secretary then informed the members that this Special ® Meeting had been called because a petition for conditional use permit had been filed by the W. S. Frey and Alp Cement Company . seeking a conditional use permit on certain land located at Clearbrook, Virginia. The emergency of the situation was that the petition had been filed more than thirty (30) days before the meeting and the Zoning Administrator had referred the same to the Planning Commission on September 2, 1970. In view of 9 -2 -5, Frederick County Zoning Ordinance, the Secretary informed the members of the Planning Commission present that he felt an urgent situation was present.
