PC_01-22-70_Meeting_Minutestle ® MINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION, Held in the Board Room of the Frederick County Office Building on January 22, 1970, at 4:00 P.M. The meeting was called to order by James W. Golladay, Chairman, after due notice was given to all the members. Members Present: James W. Golladay, Chairman; Charles E. Bass; M. W. Perry; C. L. Ritter; Elmer Venskoske; Roy Jennings, Zoning Administrator; J. A. Massie, Jr., Secretary. A discussion was held on request of Kenneth and Roy McDonald for requirements of the Zoning Ordinance concerning setback lines for buildings in B -2 Areas and between lots in B -2 Areas. After some discussion and resorting to the wording of the ordinance it was resolved that there must be at least a 20 foot setback line from all streets or right of ways, plus provision for off - street parking for the business; that there is no setback requirement between buildings or lots in B -2 Zones. The Zoning Administrator was instructed to so inform Kenneth and Roy McDonald. A letter from B. C. Leynes, Jr., Chief Local Regional Planning Director of Richmond informed the Planning Commission that he would come to one of their meetings when so informed. After some discussion it was decided to request him to come to the Planning Commission meeting to be held March 12, 1970 at 3:00 P.M., and this is thereupon designated as the next meeting of the Planning Commission unless otherwise called by the Chairman. A letter from T. Edward Temple, Director, Division of State Planning and Community Affairs was received. It concerned'- Urban Assistance Incentive Fund monies. After some discussion it was ordered that the letter be filed with the Secretary. The Petition of residence on U. S. Route # 11, North of its intersection with Interstate Route 81 was considered again. A photo map of the area was introduced and a discussion was held concerning the re- zoning of the lands in this area from A -2 to R -1. It appeared that Mr. Jennings had made a preliminary I 119 ®- study of the area and determined the location of the properties fronting on said road. And after further discussion areas -were outlined in red ink which appeared to fit into a re- zoning of the area from A -2 to R -1 in compliance with the request of the property owners in area. The pro osed re -zoned area extends from the intersection of U. S. Route Ft11 and Interstate Route #81 northwardly on the East side of the highway including the lands of Mrs. Neva Adams at their boundary with the Harry L. McCann property, and on the west side of the highway northwardly across Secondary Route #663 to take in the two most southern lots off from the Henry Shiley land. After further consideration the following resolution was made by C. L. Ritter and seconded by M. W. Perry: BE IT RESOLVED, that the Frederick County Planning Commission hold a public hearing on March 12, 1970 to consider the rezoning of both sides of U. S. Highway No. 11 from itsi intersection with Interstate 81 northwardly to its intersection with Route 761 on the east and the southern side of the Henry Shiley farm on the west, said area being marked in red on Aerial Photo DJE- 2GG -94, numbered 757620, to be rezoned from A -2 to R -1.
