PC_11-12-69_Meeting_MinutesIi(I . MINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION, Held in the Board Room of the Frederick County Office Building on November 12, 1969 at 3:30 P.M. Present: James W. Golladay, Chairman; M. W. Perry; Elmer Venskoske; Donald L. Baughman; Roy Jennings, Zoning Administrator; R. W..Williams, Sanitarian; and Joseph A. Massie, Jr., Secretary. The Chairman called the meeting to order and the Secretary read the minutes.oE the meetings held September 11, 1969 and October 8, 1969, and the same were thereupon approved. The Chairman then read the Notice of Public Hearing on the petition of B. C. Kincteloe for the re- zoning of a certain tract or parcel of land containing 2.269 Acres lying and being situated on the West side of U. S. Highway No. 522 in Opequon Magisterial District of Frederick County, Virginia, which location is known as Armel. Mr. KincU oe and his attorney, Robert T. Mitchell, appeared and presented their case and thereafter retired from the hearing. There were no objectors. After further discussion and consideration of;the petition on motion by Perry, seconded by Baughman; the following resolution was adopted: BE IT RESOLVED, that the Frederick County Planning Commission recommends to the Board of Supervisors that the petition of B. C. Kinchioe for the re- zoning of 2.269 Acres on the West side of U. S. Highway No. 522 in Opequon District, near Armel from A -2 to B -2 be and the same is hereby recommended. Motion passed. The Planning Commission Chairman then read the Notice of Public Hearing of Roy Boyce and wife, and Robert Kelso for the re- zoning of two tracts of land, one containing 15 Acres and the other containing 31.6 Acres, lying and being situate on the Eastern side of U. S. Highway No. 11 in Stonewall District and adjoining the right of way of Martinsburg and Potomac Railroad, from A -2 to M -1 for the purpose of constructing a fruit processing plant and warehouse and cold storage on the 15 Acre tract, the remaining acreage being a\ailable for use under M -1 permitted uses. This matter having previously been considered by this Commission, J !17 and there being no objections to the petition, the following resolution was adopted: BE IT RESOLVED, that the Frederick County Planning Commission recommends to the Board of Supervisors that the petitions of Roy Boyce and wife, and Robert Kelso for the re- zoning of two adjoining tracts of land, the first containing 15 Acres and the other containing 31.6 Acres, fronting on the East side of U. S. Route # 50, and bounded by the Martinsburg and Potomac Railroad, from A -2 to M -1, commencing 400 feet East of and parallel with U. S. Highway No. 11, which said 400 feet shall remain A -2.
