MINUTES OF THE MEETING OF THE FREDERICK
COUNTY PLANNING COMMISSION - Held in
the Board Room, County Office Building, j
March 24, 1969, - - -- at 3:30 P.M.
Present: James W. Golladay; Charles E. Bass; Maurice W.
Perry; Clinton L. Ritter; Joseph A. Massie, Jr., Secretary; and
R..W. Williams, Sanitarian.
The meeting ms called to order by James W. Golladay,
Chairman, who called for the annual election of officers, and
requested R. W. Williams to be Chairman for that purpose.
Whereupon, on motion duly,made and seconded, James W.
Golladay was nominated to the office of Chairman. Whereupon,
motion was duly made and seconded that the nomination be closed,
which motion was thereupon unanimously passed. Whereupon, the
Chair ruled thbt James W. Golladay had been duly elected Chairman.
Whereupon James W. Golladay assumed the office of
Chairman, and called for nomination for Vice - Chairman. On motion
duly made and seconded Charles, E. Bass was nominated as Vice -
Chairman. On motion duly made and seconded it was moved that the
nomination be closed which motion was unanimously passed and the
Chair then ruled that Charles E. Bass had been duly elected Vice -
Chairman.
Whereupon, the Chairman then called for nominations for
Secretary and Attorney. Whereupon, on motion duly made and seconded
Joseph A. Massie, Jr., was nominated as Secretary and Attorney.
Whereupon, on motion duly made and seconded it was moved that the
nominations be closed, which motion was unanimously passed.
Whereupon the Chairman then ruled that Joseph A. Massie,
Jr., was duly elected. Secretary and Attorney.
Whereupon, the Chairman then ruled that due to an
inadvertence of leaving out the place of the Public Hearing to be
held this day concerning the petitions of Kenneth Robinson and
Ray Robinson, Jr., t/a KENRAY, Wilson and Adams, that the same
shall be held on April 9, 1969.
Whereupon, discussion was then held concerning the
appointment of a Zoning Administrator, and it was suggested that
the Board of Supervisors appoint Roy W of the Commissioner
Q3
of Revenue's Office.
Mr. Charles E. Bass then presented the application
of Rtomac Edison for construction of two transmission lines and
booster stations in Frederick County, for approval of the'Zoning
Administrator, and it was moved that the same be heard in advance
and presented to the Zoning Administrator upon his appointment.
Mr. Golladay then read the letter of Jack L. Russell,
Post Master in Berryville, Virginia, concerning the designation
of addresses in rural subdivisions. On motion of Clinton;L
Ritter, seconded by Maurice Perry, the following resolution was
unanimously adopted:
BE IT RESOLVED, that the Planning Commission recommend
to the Board of Supervisors that all future subdividers
after approval of their plats by the Board of Supervisors,
be required to send a copy of the plat to the Post Master
serving that area in order for him to designate addresses
for each lot, and that the subdivider upon receiving the
new addresses, give the same to each lot purchaser; and,
BE IT FURTHER RESOLVED, that the United States Post
Office Department and each Post Master be commended for their
efficiency and thought in this matter.
A discussion was then held concerning the cost of
advertising for re- zoning and the following schedule for the
approximate costs was suggested:
Advertising cots for the Planning Commission
(per application) $ 20.00
Notice to and attendance of members and staff 105.00
Advertising for the Board of Supervisors 20.00
Total $ 145.00
After further discussion and on motion duly made and
seconded the following resolution was adopted:
BE IT RESOLVED, that the Planning Commission
recommends to the Board of Supervisors that a charge be
made to each petitioner for re- zoning of variance, at the
rate of $80.00 per petition.
�S Discussion was then held concerning the bringing of,
zoning maps and land -use maps up to date. The Chairman then

requested that the Secretary write to H. S. Marsh of thelDepartment
of Economic Development, and ask that he, through his office, do
what is necessary in sending someone here to bring the maps up
to date, and preparing a blow -up map of the Stephens City and
Middletown Areas; and that his office assist in recommending any
re- zoning of the County that they deem advisable at this time;
that they also prepare ther:maps on good paper on rollersiso that
they can be rolled out of the way.

A discussion was then held concerning the budget for the
Commission for the ensuing year, and the Chairman was then directed
to recommend the same budget to the Board of Supervisors for the
ensuing year.
There being no further business to come before the
Meeting, it was thereupon adjourned.
