MINUTES OF THE MEETING OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held November 6, 1968
The Frederick County Planning Commission meeting was
removed from the Board Room in the County Court House to the
Court Room, at 2 :00 P. M. 6n November 6, 1968, pursuant to notice
duly published in the Winchester Evening Star.
Present: James W. Golladay, Chairman; Donald L. Baughman;
Charles E. Bass; Elmer M. Venskoske; N. Belmont Fout; Joseph A.
Massie, Jr., Secretary; R. W. Williams, Sanitarian, and Clinton
Ritter.
The Chairman called the meeting to order and informed the
members that this was a public hearing to consider the action of
the Frederick County Planning Commission for the rezoning of that
certain lot or parcel of land at the southwest corner of the inter-
section of Virginia Secondary Route 753 known as Fox Drive and U. S.
Highway 522 from A -1 to B -1 owned by J. Kenneth Robinson on option to
the Pure Oil Company for a gasoline service station. There was
general discussion concerning the matter and upon motion of Ritter
and seconded by Fout, the motion was passed and referred to the
members of the Board of Supervisors for the rezoning of this land
as set forth above.
There was then discussion with regard to bringing the zoning
map of the County up to date, the discussion being led by Mr. Bass
and Mr. Ritter. Nothing definite was determined.
There was then general discussion with regard to the report
of John W. McNair and Associates concerning their water and sewer
study of Frederick County, Virginia, dated May 24, 1968. Thereafter,
on motion by Ritter, seconded by Bass, it was unanimously adopted to
accept said report as it now exists and to authorize the Chairman
to pay the balance of the FHA loan of $1,250.00 due John W. McNair
and Associates for their services performed pursuant to contract
with the Frederick County Planning Commission. Thereupon, the
Chairman directed that each member of the Commission be given a copy
of the report as well as each member of the Frederick County Board

of Supervisors and the Clerk of the Court, and that the balance of
the copies be held by the Chairman.
Nothing further remaining to come before the Commission at
this time, upon motion duly made and seconded, the meeting adjourned.
