PC_04-03-68_Meeting_MinutesI MINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION COUNTY OFFICE BUILDING April 3, 1968 This regular meeting of the Frederick County Planning Commission held in the Supervisor's Room, County Office Build`` -' ing, Winchester, Virginia, this day was called to order by its Chairman, James W. Golladay. PRESENT: James W. Golladay, Chairman, Charles E Bass, Elmer Venskoske, Belmont Fout, D. K. Russell, Clinton L. Ritter, Donald Baughman, and Joseph A. Massie, Jr., Secretary, and Counsel. The minutes of the last meeting were read and approved. Whereupon, the Chairman acknowledged Steven D. Carnes of John McNair and Associates and addressed the members. Mr. Carnes mentioned the coming problems created by Capitol Records announcing the construction of the plant South of Shawnee Drive across from the Industrial Park. These problems r::es will be in regard to sewerage. He mentioned that the city had agreed to take the sewerage, but was not happy at the thought and had requested the county to see what it could do about handling the matter. He mentioned the fact that the city Sewerage Plant will be working at approximately 100 per cent capacity should the annexation suit go in favor of the city, whereas the City Water Supply System will be operating at only about 55 per cent capacity. He went on to describe the problems of the county in . projecting the requirements for the next 15 years and the next 40 years, and that it is difficult to reconcile the two as it would I - 59 - be too expensive to build now for the next fouriryears and what is built now for 15 years would only be on a temporary basis. He stated that the county '$ide water and sewerage study being made by his firm was about 60 per cent completed; that the completion had been held up by feasibility studies requested by the sanitation authorities. Mr. Carnes concluded by saying that he expected the study contracted for by the Planning Commission to be completed within the next 30 to 45 days; that Sunnyside area was being studied at this time with additional thought being given for a sewerage treatment plant inasmuch as the city refuses to take sewage from this area; that this is also true of the Senseny Road area. The Commission thanked Mr. Carnes for his report, and he thereupon departed. The Chairman brought to the attention of the Commission the petition of L. H. Stotler and wife for the rezoning of a lot on Route 11 North of Winchester, whichhas been advertised for public hearing on April 10. It appears that apparently this petition had not come to the attention of the Commission at the last meeting, but had been delivered after the February meeting of the Board of Supervisors. Thereupon, the following motion was? duly made and seconded: Be it resolved that the petition be accepted and consideration of the same be continued until after the public hearing, which has been duly advertised for April 10,1968. Motion passed. The application of Warren G. Teets and Alson H. Smith ,'. for a sign permit on Route 661 along the Welltown Pike, which is 'gr an industrial area, be considered by the Planning Commission at I .I the request of Charles E. Bass, Zoning Administrator. The petition was thereupon considered by the Commission, and the following resolution was duly made and seconded: Be it resolved that the Zoning Administrator be, and he is hereby authorized to approve the application of Warren G. Teets and Alson H. Smith for a sign permit along Route 661 North of Winchester in an area zoned M1, said sign advertising Lee Jackson Restaurant and Motel. Motion was thereupon passed. A petition of Joseph F. Hughes and wife and Shenandoah Brick and Tile filed by their attorney, J. F. Larrick, rezoned a portion of land containing approximately 202 acres located about two miles East of Winchester just North of Route 7 none as the Warner property was then considered and a general discussion was held concerning the same. Some members of the Commission were concerned about the affect of strip mining for shale and the results in the use and appearance of the land thereafter, and they found study should be made concerning this type of operation, whereupon, the chairman then appointed the following committee to study the petition and make a recommendation to the Commission: Charles E. Bass, Chairman, Donald Baughman, Clinton L. Ritter, and Joseph A. Massie, Jr. The Chairman then acknowledged David Headley of the Farm Home Administration. Mr. Headley stated that he wished to clear up a misunderstanding that could develop from the newspaper article which appeared in the Northern Virginia Daily on April 1, 1968, wherein it was stated that Warren County Board of Supervisors felt that they should refuse Federal money for engineering studies for fear that the Federal Government would then require the County to accept the report of the engineers employed for that purpose - 61 - and would require the county to implement the report. Mr. Headley stated that the Board of Supervisors had the sole responsibility of accepting or rejecting any part of the report and that it was *n the position of the Farm Home Administration or the Federal Government to require the county to do anything. The members of the Commission thanked him for his report and said that they understood this to be the position of the Federal Government.
