At the Special Meeting of Frederick County
Planning Commission held in the Supervisor's Room
over the Frederick County Clerk's Office on the 30th
day of June, 1965.
PRESENT: Joseph A. Massie, Jr. James
Golliday, Clyde Heishman, C. W. Franks, Elmer
Venskoske, Grover Teets, and George B. Whitacre.
Mr. J. Randolph larrick, attorney for
Zuckerman & Company appeared and requested the
Planning Commission to issue a Merchants' License
FM
10 for a business at the land recently purchased on
U. S. Highway No. 11.
Mr. Thomas V. Monahan, attorney for a
group of nine citizens, appeared before the board
opposing issuance of a Merchants' License to
Zuckerman and Company. The group presented
petitions to be filed and voiced their complaints.
Upon motion of Elmer Venskoske and
Seconded by C. W. Franks the following resolution
was passed:

That the application for a Merchants' License
by Zuckerman Company, Inc., made June 15, 1965, at a
location 3 miles North of Winchester about 1000 feet West
of U. S. Highway No. 11 in Frederick County, Virginia,
be denied on the ground that it is in an area designated
for Agricultural and Resident purposes, in the comprehensive
plan adopted by the ordinances and resolutions of the
Board of Supervisors on July 13, 1964; and is not in
the best interest of the citizens of Frederick County
in the area described above.
The next regular meeting of the Planning
Commission will be held July 14, 1965, at 2:00 P. M.
