PC_04-25-74_Meeting_Minutes�S MINUTES OF THE SPECIAL MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Room, April 25, 1974 PRESENT: Keith Williams, Chairman; Elmer Venskoske; James W. Golladay; Maurice W. Perry; Manuel C. DeHaven; Richard F. Madigan; C. Langdon Gordon; J. William Riley, III; Ronald Berg and Clinton Ritter, Jr. CALL TO ORDER The Chairman calledlthe Meeting to Order and then turned the meeting over to Ronald Berg, Secretary. • The Secretary stated that the purpose for the Special Call Meeting was as follows: 1. Review M -1 and M -2, B -1 and B -2 rear yard requirements. 2. Discuss proper zoning for a car and truck wash. 3. Discuss A -1 and A -2 district boundary line. 4. Presentation and discussion of A -95 Review. M -1 AND M -2 REAR YARDS The Members of the Commission discussed various possibilities for rear yard requirements for the M -1 and M -2 zoning districts. After numerous suggestions, the consensus of opinion was that there would be a minimum rear yard requirement of 50 feet for individual industries having 5,000 square feet of floor space; and • for each additional 50 square feet of floor space, one (1) foot extra would be added to the side and rear yards with exceptions for Railroad Sidings that make up the rear lot line. NEWN SECTIONS 12 -2 -3 AND 13 -2 -2 • A lengthy discussion followed concerning these two (2) sections for Industrial Uses in the Zoning Ordinance. The Members felt that the last sentence in Sections 12 -2 -3 and 13 -2 -2 should be eliminated. The sections would then read as follows: "Landscaping may be required within an established or required front setback, side or rear yard. The plans and execution must enter into consideration traffic hazards." B -1 AND B -2 REAR YARDS The Members held a short discussion on the rear yards in the B -1 and B -2 districts. It was decided that there would be • a 25 foot rear and side yard requirement for these two districts. CAR AND TRUCK WASH A short discussion followed between the Members concerning the correct zoning for a Car and Truck Wash Facility. It was the consensus of opinion that a Truck Wash would be allowed in M -2 zoning with the Car Wash being allowed in either B -1 or B -2 district. A -1 AND A -2 BOUNDARY LINE A short discussion followed in which the Commission discussed the presentation by the agricultural land owners in the County. It was decided that changes to this boundary would be presented as a 1 • � portion of the Land Use Plan. Page 2 0. F 14 A -95 REVIEW The Commission Members discussed a request for comments on an A -95 Review for V. A. Funding to build homes in the Heritage Hills Subdivision. The Lord Fairfax Planning District Commission sent the application to the Planning Commission to get their com- ments on this funding application. After a short discussion, the following motion was made: Upon motion made by James Golladay, seconded by M. W. Perry and unanimously approved, BE IT RESOLVED, That the Planning Commission of Frederick County does hereby approve the application for the lots on record; and, BE IT FURTHER RESOLVED, That only the lots that conform to the ordinances shall have the Commission's approval. • THERE BEING NOTHING FURTHER TO COME BEFORE THE COMMISSION, THE MEETING WAS ADJOURNED.
