PRESENT: Elmer Venskoske, Vice Chairman; Frank Brumback;

The Vice Chairman called the Meeting to Order because the Chairman was
absent and proceeded to the First Order of Business.
APPROVAL of Meeting Minutes
of November 5, 1975
Action -- Approved with Correction
Upon motion made by Frank Brumback, seconded by Vice Chairman and
approved unanimously,
BE IT RESOLVED, That the Planning Commission for the County of Frederick,
Virginia does hereby dispense with the Reading of the Minutes of November 5,
1975.
• BE IT FURTHER RESOLVED, That the Planning Commission for the County of
Frederick, Virginia does hereby approve as written the Minutes of November 5,
1975 with the following correction:
Page 36, 2nd line from bottom . . . December 19, 1975 (from December 17, 19751.
HIMELRIGHT LOTS
Two (2) lots on Route 654 -- located South of Nain. Highway approved. Health
report of December 4, 1975 included with Agenda.
Action -- Recommended Approval
H. Ronald Berg stated that there was no Health Department report at the
last meeting and read the report from H. L. Sluder (Winchester- Frederick
Health Department) of December 4, 1975:
"(1) Sewage systems were installed approximately 10 years ago -- with no
suitable area for expansion. (2) Recent inspection reveals possible seepage
along road ditch below parcel "B" drainfield area. (3) Whether this tract
is subdivided into two parcels or not -- would have no bearing on existing
systems. (4) Based on information to date -- the Frederick - Winchester Health
Department has no further comment regarding this proposed subdivision."
® Mr. R. W. Williams stated that there is no room for drainfield expansion
whether or not the land is divided..

Mr. Brumback asked what would happen if one (1) house were destroyed
and Mr. Berg stated that it would be a problem because these lots are non-
conforming with present zoning and no building permit could be issued unless
the subdivision were vacated and the two (2) plats were rejoined.
Mr. Berg stated that the dividing line would follow a natural drainage
area.
Upon motion made by Frank Brumback, seconded by James Golladay, Jr. and
approved by the following vote:
DeHaven; Brumback; Golladay, Jr.; Vice Chairman -- YES.
BE IT RESOLVED„ That the Planning Commission for the County of Frederick,
Virginia does hereby recommend approval to the Board of Supervisors of the
Himelright Lots (two lots on Route 654, located South of Nain).
PROGRESS REPORT
by the Brumback Committee
Mr. Berg stated that he had received Fauquier County's Subdivision Ordi-
nance and had contacted State Planning, but that they had nothing to offer
® at this time. He said that they hoped to have something to offer for dis-
cussion at the January meeting.
Mr. Brumback stated that the information needed appears unavailable.
Mr. Berg stated that many counties have designated highways on their
transportation plans as collectors and using that as the policy guide to
discourage development along these major collector highways -- an absolute
"no" has not yet been found.
The Vice Chairman suggested they might style their own suggestion and
that it could possibly be tied in with the Land Use Plan.

And meeting with Mr. Wellington Jones of the Frederick County Sanitation
Authority.
Ronald Berg distributed a population report of land within the Land
® Use Plan work map that is designated as the Urban District and then explained
in detail compared to the map.

Mr. Berg stated that plenty of development land will be available.
J. 0. Renalds, III stated that he expected Federal funding to diminish
® and that.-the County should not over - extend itself with a commitment of water
and sewer service.
Mr. Brumback suggested the County would not want to be overtaxed and the
Commission should concentrate on getting maximum results for minimum monetary
outlay.
Mr. Renalds suggested showing minimum service area on the map because
it can be extended at a later date.
Mr. Berg stated that commercial tax base will not grow without water and
sewer service.
Discussion of industrial and commercial areas as tax base followed.
Discussion of where water and sewer lines are already in existance
followed.
® Mr. Brumback opined that the Commission is trying to project too far
into the future and suggested that the Land Use Plan,could be reviewed every
four (4) or five (5) years.
Mr. R. W. Williams stated that the Health Department had rejected about
sixty (60) acres in the Clearbrook area recently.
The Commission discussed promotion of industrial areas by Industrial
Development Corporation; which J. O. Renalds had said,is a private organiza-
tion that will not promote an area if service is not available as well as a
favorable economy and labor market (something to offer).
The Vice Chairman asked what would happen if Route 522 were not used as
a dividing line.
Mr. Jones stated that sewers would be laid fromthe East, but water would
be coming from the West and extend East along Route 11.

Mr. Jones expressed doubt that that area will have sewer service before
the year of 1990. He stated that three (3) areas are being discussed as
® possibilities for presentation to the Planning Commission and the Board of
Supervisors for water and sewer service around the year of 1977: Stephenson
(most likely), Route 277 and Lakeside Estates.
Mr. Berg suggested the.Commission review the Industrial designation of
the area running North of Clearbrook while considering the recent Public
Hearing on rezoning in that area. He read the letter of December 9, 1975
from Mr. R. Marshall Brown (Pittsburgh, Pennsylvania) to Keith Williams,
Chairman of the Planning Commission:
"I would like to extend my thanks to you and the Board for your time and
consideration at the hearing last week. I will be back in touch with you as
soon as I can determine the cost and time period involved to comply with the
suggestions of the Board."
Mr. DeHaven stated that he had talked with several people in the Clear-
brook area who are opposed to a quarry operation.
® Mr. Berg suggested that the Industrial area should not go North of
Route 671; which was accepted by the Planning Commission, thereby directing
him to adjust.the Land Use Plan map accordingly.
Mr. DeHaven opined that three (3) years should be ruled as a time period

in which zoning cannot be changed.
Mr. Berg suggested that the Planning Commission and Board of Supervisors
have a joint meeting to discuss the Land Use Plan text, goals,i objectives,
etc. before discussing the map further.
