CALL TO ORDER
The Chairman Called the Meeting to Order and proceeded to the First Order of
Business.

Upon motion made by Elmer Venskoske, seconded by James Golladay, Jr. and approved
by the following vote ( Snarr, Jr. was absent): Golladay, Jr.; Venskoske; Brumback;
Rosenberger; Chairman - YES:
BE IT RESOLVED, That the Planning Commission for the County of Frederick, Virginia
does hereby approve the Minutes of the Meeting of February 2, 1977 as written.
SIGN SECTION Draft (Zoning Ordinance)
Public Hearing to be Advertised for April 6, 1977
Mr. Berg, as Chairman of the Beautification Committee, explained and discussed the
draft that had been included in the Commission's agenda. He stated that this section

would augment state regulations for signs.
Mr. Snarr inquired of the procedure for removing a sign surface pain on a build-
ing, and Mr. Berg stated that painting over the sign would be sufficient.
The professional billboards, Mr. Berg stated, are not actually addressed in the
sign section because it would be unprofitable for a lessor of such signs to allow
them to remain idle.
Mr. Berg also stated that the Council of Garden Clubs will be providing an inven-
tory of signs.in the County by approximately March, 1977.
Discussed at length was Section 18 -7 -8 pertaining to only two (2) real estate signs
allowed.

Virginia does hereby accept the report of Ron Berg as Chairman of the Beautifi-
cation Committee:
The Chairman directed the Secretary, due to the consensus of opinion of the Com-
mission, to advertise the Sign Section proposal to the Zoning Ordinance for Public
Hearing on April 6, 1977.
NONCONFORMING MOBILE HOMES - Staff Guidance Requested
Mr. Berg asked for staff guidance and input'from the Commission about mobile
home replacement in cases of nonconformity.
The Commission discussed the approximately five percent (5%) or less of mobile
homes that Mr. Berg said exist in residential (R) zones that could not be replaced
following a fire or otherwise. The Commission showed concern over whet I her or not
it would be arbitrary to show preference toward this small percentage of citizenry;
® whether or not this situation is comparable to that of a business use;1and comparison
was made of primary versus secondary dwellings.
Upon motion made by Frank Brumback, seconded by James Golladay, Jr. and approved
by the following vote: Snarr, Jr.; Golladay, Jr.; Venskoske; Brumback; Chairman - YES,
Rosenberger - NO:
BE IT RESOLVED, That the Planning Commission for the County of Frederick,
Virginia does hereby elect to take no action on nonconforming mobile homes.
BUSINESS USES in Mobile Home & Multifamily- Residential Districts
Interpretation Requested by Staff
Mr. Berg asked the Commission to comment on how extensive a commercial activity
should be allowed in a residential area, ex: grocery store the size of a 7 -11 or a
Safeway? He asked if the activity should be limited to the development located
around the business or if it could include some of the surrounding area. He said
that ordinarily the building area for a neighborhood use is from 1000 to 2000
® square feet.
Mr. Brumback stated that he favored a specific percentage of the development.

When Conditional Use Permits were mentioned, Mr. Berg said that, although the
Zoning Ordinance is not structured for them, they certainly could be considered.
• The Chairman directed the Secretary to present a recommendation to the Com-
mission toward solving this difficulty.
J. H. Rocky Yost appeared before the Commission as owner of Easy Living Mobile
Home Park, where Mr. Don Fowler wished to rent the space for the business of mobile
home repairing. He said that the park now contains 96 units, and that in August
he planned to have approximately 106 units. He stated that Mr. Fowler had requested
to rent.a unit of approximately 700 square feet; of which 300 square feet is the
area of the bedroom, kitchen and bathroom. He stated that he doubted much extra
traffic would be generated.
Don Fowler appeared before the Commission to state that last month there had
been approximately 300 calls within the Easy Living Mobile Home Park. He said
that his trucks are running 11 -12 miles one way for average service calls that
are approximately 1/2 to 1 -1/2 hours each. He stated that 98 percent of the work
is in the particular area of Easy Living Mobile Home Park or Spring Meadows Mobile
Home Park. He also stated that he handles approximately 85 of the 96 units in the
mobile home park. He also said that his business operates 24 hours a day. He
stated that the usual base service charge of fifteen dollars ($15) for ',the first
half hour would be reduced to seven dollars and fifty cents ($7.50). He mentioned
that he could not afford to purchase property close to this area.
Mr..Brumback opined that the location Mr. Fowler proposes would limit his busi-
ness's growth potential.
Mr. Fowler said that he had only been in business for two and one - -half years, and
that he hoped it did, not expand further.
JOINT QUARTERLY MEETINGS with CITY COUNCIL
Mr. Brumback suggested, since City Council is interested, joint quarterly meetings
• of the Planning Commission and /or Board Supervisors and the Winchester City Counsel
informally. He also suggested the Staff prepare a synopsis of future county plans.
