FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room, December 20, 1978.
PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice Chairman;
Manuel DeHaven; James Golladay, Jr.; W. French Kirk; Thomas
Rosenberger; Elmer Venskoske; Herbert L. Sluder.
ABSENT: None
CALL TO ORDER
The Chairman called the meeting to order and proceeded to the first order
of business.
Minutes of the Meeting -- December 6, 1978 -- Approved as Submitted
Upon motion made by Elmer Venskoske, seconded by James Golladay, Jr. and
approved unanimously,
BE IT RESOLVED, That the Planning Commission for the County of Frederick,
Virginia does hereby approve the minutes of the meeting of December 6, 1978
as submitted.
BIMONTHLY REPORT
The bimonthly report was discussed and accepted as information.
Presentation and discussion of the alternative design concepts for a joint city -
county courts and offices facilities.
James Golladay, Jr., capital facilities committee member, led the discussion
by stating that the VVKR Partnerships (consultants) had been hired earlier in the
year to develop a plan that would be most cost effective and most efficient for the
joint city /county complex.

J. 0. Renalds, III, County Administrator, presented the Commission with
the plans of the complex as proposed and pointed out the different locations
of the courthouse facilities, office buildings, and parking spaces. The different
phases of building were discussed. Parking facilities were discussed and the
Commission stated that they were concerned about the parking and traffic situations.
It was also suggested that perhaps an underground pedestrian tunnel be put under
Cameron Street since the government offices would be located on both sides of
the street.
Mr. Golladay stated that he hoped the committee would be ready with a
recommendation to the government bodies by early spring.
BUSINESS ZONES
Mr. Berg stated in the process of drafting the business zones into the
proper code format, he had added business signs and altered the "locational
signs" to read "directional signs"
The Commission stated.they had no objections to the changes.
It was noted that the public hearing on the business zones would be held
on February 7.
The shopping center district was discussed and the Commission stated..they
would like for the total building coverage be examined to find out if the 20%,
as allowed by the present Ordinance was an accurate percentage according to other
areas.
Mr. Berg stated he would look into the matter.
Mr. Berg announced the joint public hearing regarding the subdivision
regulations would be held January 10 at 7:30 PM.
Mr. Berg told the Commission the zoning maps were complete for review by the
Board of Supervisors and possibly some meeting dates could be arranged in January
or February.

Mr. Berg stated in regard to the Capital Improvements Program he hoped
to have a rough draft available in January.
Mr. Berg told the Commission he had contacted the State Planning Department
and they had given him two places to contact regarding conditional zoning. He
stated he had contacted both places, Henrico and Roanoke Counties, and asked them
to comment on spot zoning and how conditional zoning is working in the Agricultural
districts.
Mr. Berg presented the Commission with copies of the handouts that were being
prepared for the zoning requirements for residential and agricultural districts.
Mr. Berg stated he was also preparing a handout to give to developers with basic
requirements for Business and Industrial zones.
A brief discussion was held on the Institute of Planners and it was suggested
that the Institute be made aware that they should put more emphasis on rural
problems and concerns.
A brief discussion was held on the status of the 1978/79 work program.
Mr. Berg stated that work was being done on the priorities -- Agricultural zoning
districts; zoning maps; Capital Improvements Program; and Conditional Zoning.
