Langdon Gordon, Chairman; Frank Brumback, Vice Chairman; Manuel DeHaven; James Golladay, Jr.; W. French Kirk; Elmer Venskoske. ABSENT: Thomas Rosenberger; Herbert L. Sluder The Chairman called the meeting to order at 7:00 PM and proceeded to discuss the correspondence held over from the last meeting, and received since the last meeting. The letter was considered from Planned Development, Inc. requesting the B -2 zoning at the Kernstown interchange of Route 37 not be changed. The Commission discussed the request and decided not to take action on this request at this time. The letter from Mr. and Mrs. Ellsworth Barrett requesting R -3 zoning on a sixty (60) acre parcel fronting Welltown Pike was considered at some length. Because there are no-utilities projected for the area and because of an existing flooding problem, the Commission decided that this land should be zoned A -2, as planned. The request of Clinton L. Ritter, to retain M -1 zoning was again considered. The flood plain maps and the original zoning application were reviewed. It was the consensus of the Commission that building permits had already been issued for the activities requested in the application for rezoning so those activities could go forward. The Commission agreed that the balance of the land is in the flood plain and could not be used no matter what zoning was given the property. The conclusion was that the land should be zoned A -1 because of the extensive flood plain, with the understanding that the sawmill operation could continue as a nonconforming use. 526 (P /C 10/03/78) p 2 The Commission then turned to areas on the maps that were still undecided. The property referred to as the Hackwood Farm was considered, and the Commission felt the property unsuitable for high density development becasue of poor access and no utilities on the property. The consensus was the property should be A -2 because of poor location, the land is not planned for residential develop- ment, and nothing has been done on the property since if was zoned R -4 in 1973. A section of Route 7 from Wilson Avenue west was considered and it was decided that the property should retain its business zoning because of the development in the area, and the conversion of several homes to business uses. In the Kernstown areas, the last platted section of Wakeland Manor was added to the maps, the commercial tracts of Charles Heath and the Division of Motor Vehicles were also added to the maps. The Commission discussed several tracts that had more land zoned on the maps than was originally requested. It was decided that the zoning should follow boundary lines except where less land had specifically been requested. The Commission then discussed, at some length, the zoning of the Route 50 east corridor from Carpers Valley Golf Club to the airport road. There was considerable discussion about this area, if it were zoned agricultural then the possibility of strip commercial development exists, but if the land were zoned R -6 as planned it would not be consistent with the action taken on other lands. It was decided that the entire area should be A -2, except certain lots in the industrial tract. The lots for which permits and /or site plans have been approved retain the M -1 zoning. The Commission then discussed the industrial tracts on Route 11 north from Route 668 to Route 669.
