PC_09-12-78_Meeting_Minutes_WorksessionMINUTES OF THE WORKSESSION OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, September 12, 1978 PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice Chairman; Manuel DeHaven; James Golladay, Jr.; W. French Kirk; Thomas Rosenberger; Elmer Venskoske ABSENT: Herbert L. Sluder The Chairman called the meeting to order at 7:00 PM. The Commission proceeded with a general discussion of the progress on the zoning maps to date and each commissioner gave his views. The consensus was that the work so far was correct and the Commission should proceed, however, several members emphasized that the progress should not be too hasty and the public should be given ample opportunity to comment. Mr. DeHaven reiterated his view that down zoning of paid zonings could cause many lawsuits. The Commission then proceeded to discuss letters received to date regarding the maps. The request by Winchester T V Cable Company that parcel 53(A)60 remain zoned Business, B -2, was considered and the Commission agreed that the request should be granted. The request by Clinton L. Ritter that parcels 40(A)94A and 94B be kept industrial for the purpose of operating a sawmill was deferred to another meeting so that the flood plain on Hogue Creek could be studied. The requests by Ben Butler and Gantt Miller that the Hackwood property remain zoned R -4 for a planned unit development was deferred to another meeting so that more information could be gathered. 515 (P /C 09/12/78) p 2 The letter from Glaiae Development was also deferred so that the Commission could discuss the plans of the Sanitation Authority with Mr. Jones, Engineer Director. The Commission then proceeded to discuss corrections to the maps. The single lot designated as 55(A)42 that was proposed R -3 rather than R -6 was corrected. The .80354 tract of H. S. White fronting Route 614 was inadvertently left off the maps and the Commission requested that it be put on the map. The Commission next discussed areas that were still in question on the maps. It was decided that parcels 74(A) 37, 39 and 40 should be B -1, that the Lakeside Estates townhouses should be R -2, and that nothing should be decided on Route 50 east until the Sanitation Authority could be consulted. It was also decided that at least one more meeting should be held to complete all the areas in question before the Commission meets again with the Board of Supervisors. There being no further business, the Chairman adjourned the meeting. Respectfully Submitted, H. Ronald Berg, Secretary Of R dear" C. LangdolD Gordon, Chairman 516
