Langdon Gordon, Chairman; Frank Brumback, Vice Chairman; Manuel C. DeHaven; James Golladay, Jr.; W. French Kirk; Thomas Rosenberger; Elmer Venskoske ABSENT: Herbert L. Sluder CALL TO ORDER The Chairman called the meeting to order. There was a brief discussion of the action taken by the Board of Supervisors on February 8th to begin the process to rescind the amendments made to the County Subdivision code on December 14, 1977. In order to discuss a legal matter regarding the amendments to the Subdivision Code the Planning Commission resolved to go into executive session. Upon motion made by Thomas Rosenberger and seconded by James Golladay, Jr., BE IT RESOLVED, That the Planning Commission for the County of Frederick, Virginia does hereby go into exective session. The motion passed by a unanimous vote. The-Chairman reconvened the meeting. Upon motion made by Thomas Rosenberger and seconded by W. French Kirk, BE IT RESOLVED, That the Planning Commission for the County of Frederick, Virginia does hereby go out of executive session. The motion passed by a unanimous vote. Upon motion made by W. French Kirk and seconded by Manuel DeHaven, BE IT RESOLVED, That the Planning Commission for the County of Frederick, Virginia does hereby return to their worksession. The motion passed by a unanimous vote. 400 (P /C 02/09/78) p 2 The Commission discussed repeal of the amendments made to the Subdivision Code on December 14, 1977. The majority felt that the ordinance should be repealed with Elmer Venskoske and Frank Brumback opposing the repeal. The Commission felt that a joint public hearing with the Board of Supervisors on March 8th, would be the best way of repealing the amendments. A lengthy discussion followed of the changes that .could be made to the Subdivision Ordinance and the Zoning Ordinance to give the maximum control of small lot developments and the minimum control to large recreational lots. Among the ideas discussed were: Deed Covenants, home owners associations, and tieing minimum lot size to terraine features. The Commission set March 2, at 7:00 PM as the next worksession, and requested that those who would like to discuss options for recreational areas to be present at their regularly scheduled meeting on March 1st.
