FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Roan, October 16, 1979, 7:00 P.M.
PRESENP: C. Langdon Gordon, Cha Frank Brumback, Vice -Chairman; W. French
Kirk; James Golladay, Jr.; Thomas B. Rosenberger; Elmer Venskoske.
ABSENT. Manuel DeHaven.
Discussion was opened with Mr. Esten Rudolph and Mr. R. Hanshrough pre-
senting tax related values of land in land use and zoning. In the course of discussion
it was ascertained that land in landuse would still qualify for landuse no matter
what the zoning.
Mr. Riley then asked, if this was to be the case, would comprehensive
downzoning be necessary?
It was the consensus of the Ccumission that the comprehensive downzoning
should proceed.
The discussion then turned to reviewing the maps which the Planning
Ccnmission had previously worked on. Due to the absence of Mr. DeHaven, it was
suggested that the Stonewall Magisterial District be temporarily bypassed.
In reviewing the zoning maps the area of Star Fort and its zoning of R -6
were discussed in depth and concern was expressed by Mr. Roger Koontz that R -6
zoning should possibly be eliminated from the zoning ordinance.
After a lengthy discussion, Mr. Rosenberger made a motion that the
entire Star Fort R -6 zoning be downzoned to R -3 and that the Cocmission proceed
jointly with the comprehensive rezoning of the County and updating the comprehensive
plan for Frederick County. Also included in this motion, continued Mr. Rosenberger,
that this information be completed by December 1, 1979. This motion was seconded
by Mr. Venskoske and passed unanimously.

BE IT RESOLVED, that the Planning Cannission does hereby move to downzone the
entire Star Fort R -6 zoning to R -3, proceed jointly with the comprehensive rezoning
of the County and updating the canprehensive plan for Frederick County, and that this
information be ccnpleted by December 1, 1979.
Mr. Rosenberger also suggested that successive meetings be held each week
until the work has been canpleted.
There being no further business, Mr. Kirk made a motion to adjourn.
This was seconded by Mr. Golladay and passed unanimously.
