PC_05-22-79_Meeting_MinutesMINUTES OF THE WORKSESSION MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Frederick County Administration Building, May 22, 1979, 7:00 PM. PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice Chairman; Manuel C. DeHaven, James Golladay, Jr., W. French Kirk; Thomas Rosenberger; Elmer Venskoske CALL TO ORDER The Chairman called the meeting to order. No citizens were present for the scheduled fifteen-minutes citizen comment session. Staff member Dorothea Stefen made a presentation on; Zoning with information gleaned from the Virginia Citizen's Planning Association meeting she attended in May. It was noted that conditional zoning allows for more flexibility and the proffer of conditions limiting use and /or added amentities, but it also can entail ad- ministrative problems, it requires conformity to the Comprehensive Plan, and it might encourage spot zoning. The Commission then discussed the merits of con- ditional zoning, of strengthening the existing conditional use permit section of the zoning ordinance, and updating the Land Use Plan. Mr. Brumback suggest- ed that a survey of existing nonconforming uses is necessary before to help the Commission "get a handle" on current land use. A motion was made by Mr. Brumback and seconded by Mr. Kirk to at this time not consider Conditional Zoning but to keep it on record for information and _- later research; also, in lieu of Conditional Zoning the Planning Commission will -look into the revision of the Conditional Use Permit section of the Zoning Ordinance and the process of upgrading the current Land Use Plan. The motion passed un- amiously. The formation of a committee to study the Preservation of Agricultural Lands was discussed and it was agreed that each Commissioner would bring the name of a Prospective member to the next meeting. 692 (PC 5/22/79) p. 2 The Commission then adjourned to Executive Session to discuss personnel mat- ters.
