FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room, Oct. 28, 1980
PRESENT: C. Langdon Gordon; Frank Brumback; Manuel DeHaven; W. French
Kirk; James Golladay; Kenneth Stiles
CALL TO ORDER
Chairman Gordon called the meeting to order and requested a
moment of silence to remember Elmer Venskoske. The Chairman then
introduced a resolution honoring Elmer Venskoske. Mr. Frank Brumback
made a motion that the resolution be made a part of the minutes and
that it be prepared by the Secretary to the Planning Commission for
signature by the Commission members and sent to the Venskoske family.
This was seconded by Mr. Golladay and passed unanimously as follows:
RESOLUTION
The PLANNING COMMISSION OF THE COUNTY OF FREDERICK, VIRGINIA, both
Coporately and individually, take note of the passing of ELMER M.
VENSKOSKE, long time friend and member of this body. It is with both
sadness and joy that we recognize, honor and remember him for his many
contributions to his community, and to this County in particular.
Elmer's quiet manner and firm convictions, his sense of duty, of
humor, and of fair play, and his empathy for his fellowman, are all
attributes of his character. By his example this Commission is
challenged to continue the work which he has so tirelessly advanced.
In a spirit of brotherhood and fond remembrance, individual members of
the Commission express their pleasure in their association with him.
All are singularly honored for having had the privilege of serving
jointly with him, and counting him as a friend.
As a tribute to the memory of ELMER M. VENSKOSKE, this resolution of
respect is publicly read and officially adopted, and shall be spread
upon the minutes of this meeting of the Commission.
Adopted and dated this twenty- eighth day of October, in the year of
our Lord, nineteen hundred eighty.

Mr. Stiles moved that the Planning Commission retire into
executive session under Section 2.1 -344.6 to discuss legal matters.
This motion was seconded by Mr. Kirk and unanimously approved.
Mr. Brumback moved to come out of executive session, which
was seconded by Mr. Kirk and passed unanimously.
The Secretary reviewed the proposed Agricultural /Residential
District with the Commission and asked for comments.
Mr. Stiles stated that he was opposed to the Agricultural/
Residential District proposal because he felt it was not broad enough
to cover the entire county. Agricultural /Residential District was too
specific for site location and it did not give enough flexibility for
subdivision opportunities in the remainder of the county.
Members of the Planning Commission felt that the purpose and
intent of Agricultural /Residential District was effective, but were
also concerned about the remainder of the county with regard to
subdivision activity. It was also felt that a number of zoning
categories were needed to address the areas presently encompassed by
the A -1 and A -2 zones. The general concensus of opinion was expressed
by Frank Brumback, that the use of soil maps was imperative in
determining land use capabilities for all land now zoned agricultural.
In continuing, Mr. Brumback stated that it was still the intent of the
Planning Commission to protect and preserve all prime agricultural
land and that any measures taken to allow subdivision activity should
be designed in such a manner as to not increase pressure to convert
prime agricultural lands to some other use.

In concluding the Planning Commission decided that as an
interim measure the 2.5/3 acre to 10 acre alternative with specified
design criteria should be pursued. This would tentatively be designed
for all lands currently zoned agricultural. All subdivision request
of this type would be reviewed and approved not only administratively
but also through the Planning Commission and Board of Supervisors.
Mr. DeHaven moved that the concern of the Planning
Commission regarding the BZA approval of 84 lumber sign height
variance be prepared by the staff in a report for the Planning
Commission including all pertinent information. This was seconded by
Mr. Golladay and passed unanimously.
BE IT RESOLVED, that the Planning Commission for the County of
Frederick does hereby direct staff to compile and report for the
Planning Commission all pertinent information regarding BZA Approval
of 84 Lumber Sign Height Variance.
There being no further information to come before the
Planning Commission, Mr. DeHaven moved to adjourn. This was seconded
by Mr. Golladay and passed unanimously.
