PC_07-22-80_Meeting_Minutes_Worksession/ MINUTES OF THE WORKSESSION MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia, July 22, 1980, 7:00 p.m. PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice - Chairman; W. French Kirk; Manuel C. DeHaven; Kenneth Stiles; Elmer Venskoske; James Golladay, Jr. The Chairman called the meeting to order. Mr. Riley first presented some alternative methods to address large lot subdivision. Mr. Riley stated that the staff would like to work in the direction of establishing certain rural centers within the County as service centers for surrounding rural areas, explaining that around these service centers would be established agricultural - residential zones where some limited subdivision of land would be permitted. Chairman Gordon questioned whether this proposal or others should be considered first. A general discussion ensued in which the Commission expressed its desire that the staff proceed to explore the service center approach. The Commission, however, decided to consider an interim proposal. A discussion ensued regarding previous proposals that had been considered. Mr. Stiles expressed an interest in the amendment proposal 1100 Planning Commission Minutes -2- July 22, 1980 that was presented to the Board previously. By general consensus, the Planning Commission instructed the staff to examine this proposal, confer with the Department of Public Works and report back to the Commission at their next worksession. Mr. Riley next presented drafts of new M -1 and M -2 Zoning Districts and performance standards. Mr. Golladay presented a number of concerns dealing with the requirements for permitted uses. A discussion ensued about the advisability of permitting truck terminals within M -1 zones. By general consensus, the Planning Commission decided to exclude truck terminals from M -1 zones and place them in M -2 zones. The Commission instructed staff to make this change and to consider Mr. Golladay's comments in a reconsideration of certain aspects of the draft. There being no further business to come before the Planning Commission, Mr. Venksoske made a motion to adjourn. This was seconded by Mr. Golladay and passed unaimously.
