FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room, 5/27/80

CALL TO ORDER
The Chairman called the meeting to order.
The meeting was then focused on discussion of the comprehensive
rezoning of Frederick County.
The first consideration of the Planning Commission was the
discussion of the Gilpin, Stine and Industrial Development Authority.
Review of the sewer capacity around line to Gilpin and adjacent R -3 areas
was discussed.
Mr. Riley next explored the idea of the possibility of a Planned
Manufacturing District.
Mr. DeHaven noted concern with the access to the Stine and
Gilpin Industrial Parks.
Mr. Stiles also noted concern with the acreage, however,
suggested leaving the M -1 zoning due to legal aspects.
Chairman Gordon next asked the Commissioners what their general
consensus would be with regard to the downzoning of M -1 in these areas.
Messrs. DeHaven and Sam Lehman commented that they felt the
M -1 should be downzoned.
Chairman Gordon summarized by acknowledging that the decision
to retain the M -1 zoning was reluctant and with reservations.

Discussion next centered around the R -6 on Fox Drive. It
was the general consensus of the Commission to leave it as B -2 and
entertain a request for R -6 should it come.
Consideration of the Redbud Road area next commenced and
Messrs. Stiles and DeHaven noted they would discuss this with the people
in the area.
It was the general consensus of the Planning Commission to
leave as proposed the Shawnee Drive and Kernstown Interchange areas.
By general consensus, the Planning Commission decided to
propose that 4.33 to 5 acres of the Baker Land off Route 7 be taken
into the EM District with the reaminder in A -2.
With regard to residential areas north and south of Stephens
City and north of Winchester, it was decided by general consensus to
leave these areas as proposed in Residential.
There being no.further business to come before the Planning
Commission Mr. Golladay made a motion that the meeting be adjourned.
This was seconded by Mr. Stiles and passed unanimously.
