PC_04-01-80_Meeting_Minutes_WorksessionMINUTES OF THE WORKSESSION OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia on April 1, 1980 at 7:00 p.m. PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice - Chairman; Elmer V- nksoske; W. French Kirk; Manuel C. DeHaven; James Golladay; Kenneth Stiles. CALL TO ORDER The Chairman called the meeting to order. Mr. Golladay made a motion to go into executive session. This was seconded by Mr. DeHaven and passed unanimously. Mr. Golladay next made a motion to return from executive session. This was seconded by Mr. DeHaven and passed unanimously. STAR FORT DISCUSSION - Mr. Riley presented a map of agreement reached with the developer for approximately 28.9 acres of R -6 and the remainder of R -3. - Ten acres of R -6 on Fox Drive is to stay R -6. DISCUSSION OF R -5 - It was the general consensus of the Planning Commission to leave the present zoning intact. - It was suggested to work through amendments to the Zoning Ordinance to correct inadequacies. DISCUSSION OF WAKELAND MANOR AND DANAC PROPERTIES - It was the general consensus of the Planning Commission to leave the present zoning intact in order to allow for orderly expansion. DISCUSSION OF WELLTOWN ACRES - It was the general consensus of the Planning Commission to rezone to r A -2. 956 Planning Commission Minutes -2- 4/1/80 DISCUSSION OF HARTER PROPERTY (Kernstown - The Planning Commission reiterated its decision to leave the present zoning intact. DISCUSSION OF SHAWNEE CANNING - It was requested by owner to rezone all property in the factory's tract into M -1 except 1 -12 acres around the house site. Mr. Golladay next made a motion to retire into executive session. This was seconded by Mr. Stiles and passed unanimously. Mr. Stiles made a motion to return to regular session. This was seconded by Mr. Golladay and passed unanimously DISCUSSION OF EM DISTRICT Mr. Stiles stated that the Planning Commission should not add land for quarries into the EM District over and above the area which is currently zoned M -2. Mr. Stiles further explained that an exception might be the technical adjustment in lines for Freyco land in order to correct a mistake in the current zoning maps. Messrs. DeHaven, Golladay, Brumback, Venskoske and Gordon noted agreement with the foregoing policy. Chairman Gordon further noted that this would not close the door in any way to individual rezoning petitions. The Planning Commission next discussed the technical adjustment in the Freyco district lines. Chairman Gordon requested that Freyco supply the staff with a legal description of the new and correct boundary. tted, 957
