FREDERICK COUNTY PLANNING CON24ISSION
Held on March 25, 1980 in the Board of Supervisors' Meeting Room, 9 Court
Square, Winchester, Virginia at 7:00 p.m.
PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice - Chairman;
Elmer Venskoske; W. French Kirk; Manuel C. DeHaven; James
Golladay, Jr.; Kenneth Stiles.
CALL TO ORDER
The Chairman called the meeting to order and invited the mine operators
to.discuss the draft of the EM, Extractive Manufacturing District. The
staff presented a combination draft reflecting some of the initial comments
of the operators.
General discussion then took place as follows:
a. Performance Standards - general consensus that staff draft of
standards were inappropriate. Decision to adopt State policy
on performance standards with the enforcement option remaining
with the County.
b. Setback Regulations - Decision to allow the Planning Commission
the option to decrease the 100 ft, requirement down to a minimum
of 50 feet if the operator can demonstrate that protection is
maintained through the use of other measures.
c.. Decisions to measure setbacks and yards from property lines or
district lines.
d. Decision to replace setbacks for "structures containing power
driven or power producing equipment" with an alternative wording
citing specific examples as to what equipment is included.
The combination draft was accepted with the changes noted above.

There being no further business Mr. Golladay made a motion to
adjourn. This was seconded by Mr. Venskoske and passed unanimously.
