OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester,
Virginia, at 7:00 p.m., 3/18/80.
PRESENT: C. Langdon Gordon, Chairman; Manuel C. DeHaven; James Golladay, Jr.;
W. French Kirk; Kenneth Stiles; Elmer Venskoske.
ABSENT: Frank Brumback, Vice - Chairman.
ALSO PRESENT: Va. Dept. of Highways and Transportation: Messrs. Coppling,
Bushman and King.
Highway Safety Commission: Mr. Stalling
CALL TO ORDER
Mr. Riley first addressed the subject of meeting format, suggesting
that a subcommittee be formed to coordinate the update of the six -year plan.
Mr. Bushman stated that new State laws have given the Board of
Supervisors broader responsibilities in the formulation of the six -year plan.
Mr. Bushman explained that many different considerations go into the allocation
of monies by the Va. Dept. of Highways and Transporation.
Mr. Riley next related safety concerns voiced by the Highway Safety
Commission.
Route 11 and Route 37 Intersection
Mr. Stiles questioned if the Va. Dept. of Highways and Transportation
study of Routes 11 and 37 Intersection has progressed.
Mr. King answered that it had not to his knowledge.
Mr. Stiles then stated that the County would like to be informed
and to influence any changes in that area.
Mr. Bushman noted that this could be accomplished at the pre-
allocation hearing in Staunton.

BE IT RESOLVED, that the Planning Commission does hereby recommend to the
Board of Supervisors that the proposed work by the Virginia Department of
Highways and Transportation on Route 681 be limited to the replacement of
the bridge and some minor road work on the approaches to the bridge.
Route 696
Mr. Bushman first questioned the feelings of the Planning Commission
concerning the urgency of this project, in the event the Virginia Department
of Highways and Transportation should meet resistence on the right -of -way.
Mr. Stiles and Mr. Venskoske noted they did not have strong feelings
on this project.

Route 622
After general discussion of the need of two or 4 lanes, Mr. Bushman
noted that the traffic count is higher in the City than in the County
In answer to Mr. Stiles' question, Mr. Bushman explained that the
1990 projected traffic count is realistic.

Route 672
Vertical and horizontal sight distance was generally discussed.
Mr. Stiles suggested that this should be built into the six -year
plan.
Back Creek District Concerns
Mr. Bill Baker noted that concerns in his district were Route 622
(South of Opequon), Route 608, Route 600 (drainage across road), and no- parking
sign on Route 11S near the Seven - Eleven and C & S Bank.
Mr. King noted that the no- parking sign would have to be at the
request of the authorities.
There being no further business Mr. Venskoske made a motion that
the meeting be adjourned. This was seconded by Mr. Golladay and passed
unanimously.
