PC_02-12-80_Meeting_Minutes_WorksessionMINUTES OF THE WORKSESSION MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester at 7:00 p.m., 2/12/80. PRESENT: C. Langdon Gordon, Chairman; Frank Brumback, Vice - Chairman; Manuel C. DeHaven, James Golladay, Jr.-, W. French Kirk; Kenneth Stiles; Elmer Venksoske. CALL TO ORDER The Chairman called the meeting to order Mr. Riley first presented proposed changes to the home occupation section of the Frederick County Zoning Ordinance, noting that this change should clarify the present form of the ordinance. Mr. Riley further explained that after this the Planning Commission can consider more comprehensive changes in the definition and regulation of home occupations. After a general discussion, it was decided by general concensus to hold this question over until a later date. Chairman Gordon next requested public presentations to the Planning Commission. Mr. Butler and Mr. Smith, :S tar Fort property, first addressed the Commission, noting that they may be satisfied with approximately 35 acres of R -6 zoning. They also stated that the owners would very much like to work with the Planning Commission and staff to find an equitable solution. A representative of Middletown Partnership Ltd. next addressed the Commission, noting that property north of Middletown was now being studied by consulting land planners, however, the actual report will not be available for approximately 4 -6 weeks. The representative requested that the Planning Commission hold consideration until this report is available. 912 Planning Commission Meeting -2- 2/12/80 It was discussed that both the city of Middletown and Lord Fairfax Community College would support some form of multi- family residential in.the area. The Planning Commission by general concensus decided to hold this question until a later date. Ms. Elizabeth Class and Ms. Cheryl Rockingham, residents of Shawnee Drive, noted they would prefer for the entire area to remain resi- dential. Mr. Lee Place, northwest corner of Route 7 & 81, expressed opposition to the proposed downzone to A -2. Mr. Place noted he would not oppose some form of medium density residential zone. Access problems to this property were next generally discussed. The next order of business was a discussion of a new Extractive Manufacturing District. The Planning Commission instructed staff to contact mining interests about new proposals and invite them to the February 19, 1980 meeting. Mr. Golladay next read a letter to the Planning Commission from Mr. Gregory concerning the proposed downzoning of a business property in the Opequon District. There being no further business, Mr. Golladay made a motion that the meeting be adjourned. This was seconded by Mr. Venskoske and passed unanimously. Respectfully Submitted, John R.
