FREDERICK COUNTY PLANNING COMMISSION

Held in the Board of Supervisors Meeting Room, December 2,
PRESENT: Frank Brumback, Chairman; James Golladay, Vice - Chairman; Carl
McDonald; M. Domenic Palumbo; Kenneth Stiles; A.L. Myers;
Manuel DeHaven; W.French Kirk; George Romine
CALL TO ORDER
The first order of business, the consideration of the minutes
of November 18, 1981. There being no corrections, Mr. Golladay
motioned for approval. This was seconded by Mr. Kirk and passed
unanimously.
BIMONTHLY
To answer Mr. Golladay's inquiry on the location and use of
the Conditional Use Permits Pending, Mr. Horne stated the following:
Preston Whitacre, Route 50, for a public garage; Elmer H. Lauck, Route
522N, for a public garage; and Craig D. & Seri K. Kern, Route 679, for
a pet grooming shop.
In answer to Mr. DeHaven's inquiry on Collier, Shockey &
Aikens under rezonings pending, Mr. Horne noted that the location is on
Route 11. Mr. Horne added that this rezoning consists of three small
parcels now zoned R -3 and B -2 and to be rezoned M -1.
In regard to the Dolphin rezoning request, Mr. Horne noted
that the location is Route 7 and the owners wish the property to be
rezoned to B -2 from R -3.
Mr. Horne also commented that in regard to single family
dwellings, more have been approved this year than last year. He noted
that the trend seems to have been reversed in that we previously were
behind on single family and ahead on total permits and now we are ahead
on single family and are behind on total permits.
The chairman next accepted the bimonthly report as
information only.
Mr. Golladay next requested a revised list of the 1979 -1981
policy statements and a copy of the enabling legislation for the
Planning Commission.

REPORT OF THE COMPREHENSIVE PLAN UPDATE SUBCOMMITTEE
Mr. Golladay next gave a brief report of the Comprehensive
Plan Update Subcommittee. Mr. Golladay explained that the
Subcommittee will be bringing the land use policies effecting urban and
rural disposition of lands to the Planning Commission probably the
first meeting in January. If the Commission gives their approval, the
plan will be turned over to the Ordinance Committee.
Mr. Horne noted that the Comprehensive Plan Update is on
schedule for the most part. The surveys, however, have not yet come
back from VPI and this is causing a slight problem in that the public
meeting dates may have to be delayed. Mr. Horne added that the survey
results, along with the policy statements, will be very valuable in
framing the staff's and Commission's thinking on which direction the
public hearings should go.
In regard to the Capital Improvements Plan, Mr. Horne stated
that the deadline for submission of goals and objectives and lists of
requests for each agency was December 1, 1981. The detailed cost
information will be due on December 11, 1981.

PROPOSED TABLE OF CONTENTS FOR COMPREHENSIVE PLAN UPDATE
Mr. Horne next presented the proposed table of contents for
the Comprehensive Plan Update. Mr. Horne explained that the table
of contents is composed of three sections. The first section contains
information on the purpose, scope and process; the second is a series
of background studies, which are informational; and the third section
contains recommendations, which will compose the chapters for the

Comprehensive Plan. Mr. Horne next discussed with the Commission each
section including explanations on what has already been accomplished on
each section and what still needs to be done.
PLANNED MANUFACTURING DISTRICT
The Commission felt that because of the dependancy of the
proposed Planned Manufacturing District on the Land Use Plan and other
sections of the Comprehensive Plan, discussion of PMD should continue
after these other items are fairly complete.
DISCUSSION OF SECTION 21 -13.1 (19) SUBDIVISION ORDINANCE
Mr. Golladay commented that he has received several
complaints concerning the parking of tractor trailers in residential
subdivisions. Mr. Golladay suggested that Section 21 -13.1 (19) of the
ordinance be reworded so as not to allow the parking of either the
tractor or trailer part of the vehicle to be parked in a residential
subdivision. The staff agreed to present a draft of the proposed
change at the next Planning Commission meeting.
There being no further business to discuss, Mr. Golladay
motioned for adjournment. This was seconded by Mr. Myers and passed
unanimously.
